The Agri-Food and Veterinary Authority (AVA) under the Ministry of National Development is the NPPO of Singapore which is involved in the plant health controls to safeguard plant health and facilitate agri-trade in Singapore. In addition, AVA is the food safety and animal health regulatory agency.
The Director-General provides the overall strategic overview for all regulatory programmes including plant health. The Programme Chief (Plant Health) i.e. Director, Plant Health Laboratory Department provides technical advice on plant health matters. The Programme Chief (Plant Health) is also the official contact point for Singapore under the International Plant Protection Convention.
The functions of AVA are carried out by 12 Groups with each Group headed by a Group Director, each Department by a Director and a Deputy Director is in charge of a Section. Plant health matters involved mainly the Quarantine and Inspection Group, Laboratories Group -Plant Health Laboratory Department, Technology & Industry Development Group and Agri-Establishment Regulation Group in Singapore.
