Support to the IPPC Strategic Framework: Commodity and pathways standards, Pest Outbreak Alert and Response Systems and e-Phyto (GCP/GLO/040/EC)

The European Commission is financing from 2020 to 2023 a project entitled “Support to the IPPC Strategic Framework: Commodity and pathways standards, Pest Outbreak Alert and Response Systems, and e-Phyto” (GCP/GLO/040/EC). This project focuses on helping to build the capacity of the IPPC’s contracting parties (CPs) to implement national measures to protect global plant resources and facilitate trade in a harmonized way. Ensuring CPs have the necessary tools, helps them build their capacity to better contribute to preventing pest introduction and spread, and minimizes the impacts of pests on food security, safe trade, economic growth, and the environment.

The Commission on Phytosanitary Measures (CPM) is in the process of adopting the IPPC Strategic Framework (2020-2030) which should help guide the work of CPs to implement the Convention, International Standards for Phytosanitary Measures (ISPMs) and CPM Recommendations by setting strategic objectives and priority actions to be taken, which are reflected in eight development agenda items.

This project is conceived to address three key development agenda items:

• Strengthening IPPC Pest Outbreak Alert and Response Systems;
• Developing Commodity and Pathway specific ISPMs;
• Harmonizing the electronic data exchange, with a focus on ePhyto (Electronic Phytosanitary Certificates).

The project will contribute not only to the IPPC Strategic Framework but also to the following FAO Strategic Objectives:

• Strategic Objective 2 “Increase and improve provision of goods and services from agriculture, forestry and fisheries in a sustainable manner”, and
• Strategic Objective 4 “Enable more inclusive and efficient agricultural and food systems”.

The project is also aligned with the UN SDGs toward 2030. The core activity areas of the IPPC directly contribute to achieving the targets in SDG 1 (No poverty), SDG 2 (Food security), SDG 8 (Decent work and economic growth), SDG 12 (Responsible consumption and production), SDG 13 (Climate change), SDG 15 (Biodiversity) and SDG 17 (trade facilitation).
