Implementation and Capacity Development Committee (IC)

At the twelfth session of the Commission on Phytosanitary Measures (CPM 12) it was agreed that a new International Plant Protection Convention (IPPC) subsidiary body - Implementation and Capacity Development Committee (IC), would be established to replace the current Capacity Development Committee.

The IC, under the guidance of CPM, will develop, monitor and oversee an integrated programme to strengthen the phytosanitary capacity of contracting parties to implement the IPPC and meet the strategic objectives as agreed by the CPM.

The scope of the IC includes:

  • Identification and review of the baseline capacity and capability required by contracting parties to implement the IPPC.
  • Analysis of issues constraining the effective implementation of the IPPC and development of innovative ways to address impediments.
  • Development, facilitation and delivery of the implementation support programme to enable contracting parties to meet and surpass the baseline capacity and capability.
  • Monitoring and evaluation of the efficacy and impact of implementation activities and reporting on progress which indicates the State of Plant Protection in the World.
  • Oversight of dispute avoidance and settlement processes.
  • Oversight of national reporting obligation processes.
  • Working with the IPPC Secretariat, potential donors and the CPM to secure sustainable funding for its activities.
  • Oversight of specific capacity development and implementation projects.

The IC is comprised of members from all regions who have expertise and experience in the fields of managing phytosanitary systems, capacity development, implementation and phytosanitary technical knowledge. The IC meets twice a year to address implementation and capacity development matters raised by CPM.
