PEST REPORTING


Introduction

Contracting parties are responsible for the distribution of information within their territories regarding regulated pests (Article IV.3(a)), and they are required to the best of their ability, to “conduct surveillance for pests and develop and maintain adequate information on pest status in order to support categorization of pests, and for the development of appropriate phytosanitary measures. This information shall be made available to contracting parties, on request.” (Article VII.2(j)) .

IPPC Guides and training materials

  • e-learning course on Surveillance and reporting obligations (Available in English)
    This e-learning course will introduce key concepts related to pest surveillance, pest status determination and pest reporting, particularly as it relates to new pest detections and emerging pests. It will provide practical guidance to assist NPPOs in strengthening their national surveillance systems and surveillance activities to support early pest detection, pest monitoring and pest status determination. It will also provide specific guidance to help NPPOs to develop a national reporting system for reporting the occurrence, outbreak and spread of pests. 
  • Surveillance Guide (2nd edition) (Available in Arabic, English and Spanish)
    The International Standards for Phytosanitary Measures (ISPM) no. 6 (Surveillance) refers to the components of survey and monitoring systems for the purpose of pest detection and the supply of information for use in pest risk analyses, the establishment of pest free areas and, where appropriate, the preparation of pest lists”. A national plant pest surveillance programme should be conducted in line with this standard to ensure that its results are accurate, credible and contribute to national goals and priorities. This guide addresses aspects of policy and management, which together should outline the rationale for the establishment of a national plant pest surveillance programme.
  • Pest Status Guide (Available in Arabic, English and Spanish)
    This guide describes the steps that national plant protection organizations (NPPOs) should follow when determining the status of a pest in an area, starting with identifying the pest and the area under consideration.
  • Guide to National Reporting Obligations (Available in Arabic, English, French, Russian and Spanish)- The NRO guide offers technical instructions on how to upload and update NRO reports on the IPP and includes CPM approved NRO procedures and nomination forms for the IPPC Official Contact Point and IPP editor. It is currently available in English, French, Spanish, as well as in Russian and Arabic. This guide is designed for the use of IPPC Contact Points and IPP editors. Detailed examples of creating and updating a pest report can be found in section 2.5, which includes two parts: creating a new pest report and updating an existing pest report.
  • National Reporting Obligations (NRO) e-learning course (Available in English) - This e-learning course is designed to help Contact points better understand NROs. It is intended mainly for IPPC Contact points and IPP editor. It is also recommended for other Phytosanitary specialists. There are 5 modules including general, official contact points, Pest reporting (Basics and editing) and List of regulated pests.
  • The NRO Year of Pest Reporting (Available in Arabic, English, French, Russian and Spanish) - In July 2014, during the first meeting of the National Reporting Obligations Advisory Group, it was agreed that each year would be dedicated to a different national reporting obligation. After CPM-11, the period starting in April 2016 and leading up to CPM-12 became the “NRO year of Pest Reporting.” During the year, there are 11 NROs updates which provided detailed information regarding pest report.
  • The NRO workshops - From 2011 to 2020, The IPPC Secretariat arranged series of workshops to explain national phytosanitary information exchange obligations, and to train official contact points and nominated information officers in using the IPPC website to meet these obligations.

ISPM 5 GLOSSARY OF PHYTOSANITARY TERMS

This reference standard is a listing of terms and definitions with specific meaning for phytosanitary systems worldwide. It has been developed to provide a harmonized internationally agreed vocabulary associated with the implementation of the IPPC and ISPMs.
