On 21 December 2018, the United Nations General Assembly reviewed the resolution adopted by its Second Committee and adopted by consensus the one submitted by Finland on IYPH, thus proclaiming 2020 the International Year of Plant Health.

COP14 of the CBD - side event on IYPH and Aichi biodiversity targets

IYPH reception hosted by Finnish Mission at the UN

Over 90 participants from 70 UN delegations gathered at the Finnish Mission at the United Nations yesterday to express their support for the proclamation of an International Year of Plant Health (IYPH) in 2020. The reception, hosted by the government of Finland, was the culmination of a series of informal meetings held during the UN General Assembly Second Committee. After two well-attended readings, the draft resolution tabled by Finland is now under a 48-hour silence procedure, which will conclude on 30 October 2018.

Second meeting of the IYPH Steering Committee (13-14 April 2017)

The second meeting of the Steering Committee (StC) on the International Year of Plant Health in 2020 (IYPH 2020) will take place in Incheon, Republic of Korea, from 13 to 14 April 2017, resulting in the further steps forward to ensuring the proclamation of IYPH 2020 and developing a relevant work programme. 155th FAO Council supports IYPH 2020

At its 155th session held in Rome from 5 to 9 December 2016, the FAO Council endorsed a draft Resolution on the observance of 2020 as the International Year of Plant Health (IYPH). The resolution, which was presented by Finland to the recent FAO Committee on Agriculture, recognizes the need for healthy plants as the foundation of all life on Earth, ecosystems functions, and food security. At the same time, it affirms plant health’s critical role in addressing the needs of more food for the increasing world population, and the subsequent need to raise awareness on this role at the global scale. The 155th FAO Council endorsed the draft resolution and submitted it to the 40th FAO Conference (3-8 July 2017) for adoption.

First meeting of the IYPH Steering Committee (9-11 November 2016)

The first meeting of the Steering Committee (StC) on the International Year of Plant Health in 2020 (IYPH 2020) took place at FAO Headquarters in Rome from 9 to 11 November 2016, resulting in the development of concrete steps forward to ensuring the proclamation of IYPH 2020. The IYPH StC was established by the eleventh Commission of Phytosanitary Measures (CPM-11) in April 2016 to plan and oversee the implementation of support activities towards IYPH 2020.

FAO Committee on Agriculture (COAG) approves the proposal to establish IYPH 2020

FAO Committee on Agriculture (COAG) approved the proposal by the Government of Finland to establish IYPH 2020 in the UN system and endorsed the Draft Conference Resolution as proposed to COAG. COAG formally discussed this subject during their plenary on 29 September 2016, held in Rome, Italy. Mr. Veli-Pekka Talvela, Director General of Ministry of Agriculture and Forestry of Finland, presented the proposal on behalf of the Government of Finland providing both good background and justification for the proposed IYPH 2020. He stated that plant health is critically important to agriculture, food security and ecosystems and highlighted the urgent need to raise awareness at a global level. There was also emphasis on the relationship between an IYPH and the UN’s Sustainable Development Goals for 2030 agenda as well as FAO’s Strategic Objectives.

Side session held at the 25th meeting of the FAO Committee on Agriculture (COAG)

On Tuesday September 27th a well-attended side session at the 25th meeting of the Committee on Agriculture marked the official beginning of the campaign to establish an International Year of Plant Health in 2020. A number of speakers, including FAO Assistant Director General Ren Wang, Veli-Pekka Talvela, Director General, Ministry of Agriculture and Forestry of Finland and Eric Robinson, Alternate Permanent Representative, Permanent Mission of Canada to the Rome-based Food and Agriculture Agencies of the United Nations gave presentations on the importance of encouraging public support to plant health to help address issues of global concern, including hunger, poverty and threats to the environment. Mr. Ralf Lopian, also of the Finnish Ministry of Agriculture and Forestry and Director of Plant Health as well as IPPC Secretary Jingyuan Xia provided remarks on global and regional perspectives, and the importance of raising awareness of plant health issues in general.

The IPPC Secretariat promoted the IYPH 2020 at the Milan Expo conference on “Climate change and food security: challenges for plant health, plant breeding and genetic resources”

The IPPC Coordinator, Craig Fedchock, delivered the keynote speech at the Milan Expo conference on “Climate change and food security: challenges for plant health, plant breeding and genetic resources”, organized by the European Commission in the framework of the Milan Expo on July 14 2015. He talked about the impact of climate change, emerging risks and plant diseases on food security. This was one of the initiatives that the IPPC Secretariat is undertaking in support of the proposed proclamation of an International Year of Plant Health 2020.

The IPPC Secretariat promoted the IYPH 2020 at the “International Workshop on Phytosanitary Threats” organized by the Sociedade Brasileira de Defesa Agropecuaria in Sao Paulo, Brazil.

The IPPC Secretariat presented the initiative for IYPH 2020 to the “International Workshop on Phytosanitary Threats” organized by the Sociedade Brasileira de Defesa Agropecuaria in Sao Paulo, Brazil, in June 2015. The initiative for the IYPH 2020 was extremely welcomed and noted by important groups in the Brazilian industry, academia and research.

IPPC Secretariat conducts an FAO internal seminar on the IYPH 2020 and other challenges for the IPPC

As part of a new policy the new IPPC Secretary Mr Jingyuan XIA has established the practice of holding regular IPPC seminars to communicate important IPPC plant health topics to staff of the IPPC and FAO. The first seminar was organized on the 24th of June and Mr. Ralf LOPIAN presented a lecture covering efforts with regard to the proposed International Year of Plant Health in 2020 (IYPH 2020) and as well as other future challenges for the IPPC. Preliminary plans for the organization of the IYPH 2020, its objectives, outputs and programmatic content were presented. FAO staff from other divisions welcomed the information provided and specific comments were made in relation to communication efforts. It was stressed that the promotion of an IYPH 2020 would require especially compelling and convincing communication efforts.

The Financial Committee and the CPM Bureau welcomes increased communication efforts and the initiative to create a volunteer programme for the IYPH 2020

At the meetings of the CPM Bureau and the Financial Committee, the IYPH 2020 was extensively discussed and plans developed to further the initiative. The CPM Bureau decided that detailed objectives and a work programme for the proclamation of the IYPH 2020 will be discussed extensively at the meeting of the Strategic Planning Group in October 2015. In addition, the CPM Bureau gave the green light to the establishment of an IYPH 2020 volunteer programme aimed at mobilizing staff resources in the form of volunteers.

The 39th meeting of the FAO Conference welcomed the initiative of Finland to proclaim 2020 as an International Year of Plant Health.

The initiative to proclaim an International Year of Plant Health in the year 2020 (IYPH 2020) has gained further traction at the 39th Conference of FAO held in Rome from 6-13 June 2015. Following the strongly endorsed decision of the Tenth Session of the Commission of Phytosanitary Measures (CPM) to fully support an IYPH 2020 the FAO Conference has now followed suit and welcomed the initiative, which was raised by Finland. During the FAO Conferences, Finland stated that it intends to formally make a request to the FAO Director General to establish the IYPH. It received strong support from several other FAO members. Since then some countries have been active in furthering this initiative including the EU, where the IYPH 2020 was discussed at the recent meeting of the Council of Ministers and where the initiative received strong backing from several EU Member States and the EU Commission.

The Financial Committee expressed enthusiasm for and supported the project of establishing an “international year of plant health”. The FC discussed the recommendation of CPM to investigate an “international day of plant health” or an “international year of plant health”. It strongly supported this initiative, but considered that substantial resources would be needed to realize this matter. The FC thought that it may be better to try to organize a one-time event - the “international year of plant health”.

At CPM-10 (2015) Finland proposed to proclaim 2020 as the International Year of Plant Health. CPM-10 fully supported the proposal for the IYPH 2020 and Finland$$s offer to act as a champion for the proclamation.

At CPM-10 (2015) the representative of Finland proposed that the year 2020 be proclaimed as the International Year of Plant Health and that Finland would be ready to champion the proclamation process throughout the United Nations system. The proposal was strongly supported by many CPs as a pivotal initiative to raise awareness on plant health worldwide. CPs regarded the IYPH as an important step to address future pest risk challenges. Many CPs expressed their full support to Finland for the proclamation of an IYPO in 2020. The CPM-10 decided to pursue an IYPH for 2020.

The IPPC Secretariat prepared a discussion paper for CPM-10 (2015). The paper contained possible objectives and outputs for an IYPH 2020. It also included the procedural steps and timelines for the proclamation of an IYPH. Furthermore possible partners, financing mechanisms and programmatic components are highlighted.

The Financial Committee proposes to hold an International Year of Plant Health in the year 2020 and commissions the preparation of a background paper on the issue for CPM-10 (2015).

The FC discussed the IYPH and found that extensive preparations must be undertaken. For this reason it was thought that the year 2020 would be the most realistic time for such an event. The FC decided that a narrative background paper on proclaiming and organizing an IYPH should be presented to CPM-10 in 2015.

The CPM-9 requested that the Secretariat investigate how to create an international day/year of plant health

At the meeting of the CPM-9 (2014) a member wondered about the appropriateness to establish an International Day for Plant Health. This suggestion found very wide support in the plenary discussion. It was decided that the Secretariat should investigate how to create an international day or year of plant health. This could then be further discussed by CPM-10 (2015).
