Record number of IPPC Contracting Parties using Online Commenting System!

Launched in 2016, the new IPPC Online Comment System (OCS) continues to strengthen IPPC Official Contracting Party participation in developing international standards for phytosanitary measures. 2017 has not only seen an increase in the number of IPPC users providing comments (see graph above), it also has seen the highest number of standards out for consultation in IPPC history – 17! The OCS was also used this year by Contracting Parties and IPPC stakeholders for consultations on topics other than standards, including documents produced for the International Year of Plant Health and the ePhyto Steering Group. The IPPC Secretariat is pleased to announce that the number of countries commenting has almost doubled from 2011 (see graph above).This July, the IPPC Secretariat opened consultation periods through the new Online Comment System (OCS) for the highest number of standards ever processed by the IPPC Secretariat during a consultation period. Opening of consultation on draft standards to the IPPC Community

Starting on 1 July 2016 the IPPC Community will be using the new Online Comment System (OCS) to provide comments on draft standards, thus enhancing the transparency and inclusiveness of the standard setting process. With that said, the IPPC Secretariat is delighted to highlight an unprecedented total of 17 drafts going for simultaneous consultation further emphasizing the importance and significance of each country’s comments.

The 2016 first and subsequent consultation on draft ISPMs will open on 1 July 2016, and it will last 90 days, closing on 30 September 2016.

New IPPC Online Comment System (OCS) software purchased!

The IPPC Secretariat is happy to announce that FAO has purchased a software for a new Online Comment System (OCS) from PleaseTech following a thorough procurement process. The system, called PleaseReview, will enable IPPC members to share and submit comments on draft standards with the click of a button, and the IPPC Secretariat to manage consultation processes by automating notifications, compiling comments in an easy and efficient manner, and providing data for analysis.

Comments on Proposed draft CPM Recommendation on the importance of pest diagnosis for comments to be submitted through OCS

In accordance with the Process for developing and adopting CPM Recommendations as revised by CPM-10 (2015), the IPPC Secretariat has opened the Proposed draft CPM Recommendation on the importance of pest diagnosis for comments. Comments should be submitted by IPPC official contact points through the Online Comment System and they are due by 24 November 2015.

The substantial concerns commenting period has opened!

The IPPC 2015 substantial concerns commenting (SCCP) period has started today, 1st June 2015.

The SCCP ends on 30 September 2015 and the IPPC Secretariat must have received all comments before that date.

Comments should be submitted through the IPPC Online Comment System (OCS), where draft ISPMs are posted.

The following draft ISPMs are open for the substantial concerns commenting period (SCCP):

• 2006-031: Determination of host status of fruit to fruit flies (Tephritidae) – only paragraphs where text was modified following the SC 2015 May review.

• 1994-001: Draft amendment to ISPM 5 (2014): Glossary of phytosanitary terms

Compiled comments for member consultation on draft specifications have been posted on the IPP: https://www.ippc.int/core-activities/standards-setting/compiled-member-comments-draft-specifications

NPPOs and RPPOs can check the above documents to make sure that comments correctly reflect those entered into the OCS by their contact points.

Online Comment System: Request For Information posted on UNGM website!

The member consultation period on draft specifications has started today, 19 December 2014. It will last 60 days and it will close on 20 February 2015.

The IPPC member consultation on draft specifications has started on 20 December 2013.

The consultation period ends on 20 February 2014 and the IPPC Secretariat must have received all comments before that date. Comments should be submitted through the IPPC Online Comment System (OCS).

The following draft specifications are open for commenting:

Draft ISPMs for CPM-7 (2012) posted on the IPP

The IPPC Secretariat has just finished posting most of the draft standards in English for CPM-7 (2012) on the IPP. Other language versions will follow shortly.

Under the regular process, we have posted 4 of the 5 standards. The fifth standard is the Russian translation of ISPM 5 which we hope to post this week.
