Building National Phytosanitary Capacity

The Commission on Phytosanitary Measures at its third session (CPM-3 (2008)) tasked the IPPC Secretariat with developing a common strategy for contracting parties and its partners to build national phytosanitary capacity. In 2008 an open ended working group met to develop the strategy. At that workshop the following definition of phytosanitary capacity was agreed, "The ability of individuals, organizations and systems of a country to perform functions effectively and sustainably in order to protect plants and plant products from pests and to facilitate trade, in accordance with the IPPC".

The output of the workshop was a concept paper on national phytosanitary capacity and a draft framework and operational plan. CPM-4 (2009) considered the output of the workshop and proposed that it be further developed. The IPPC Secretariat then convened a smaller open ended working group in December 2009 to finalize the operational plan. The workshop produced a detailed operational plan and work programmes.

The IPPC National Phytosanitary Capacity Development Strategy is presented below. The CPM is expected to adopt an IPPC Strategic Framework (2020-2030). After this is adopted, the IPPC National Phytosanitary Capacity Development Strategy will be reviewed and the Implementation and Capacity Development Committee will replace it with a Road-map outlining how implementation and capacity development activities will help to implement the IPPC Strategic Framework.
