La Comisión de Medidas Fitosanitarias gobierna la Convención Internacional de Protección Fitosanitaria (CIPF), y fue establecida a través del Artículo XII del Nuevo texto revisado de la CIPF, aprobado en 1997, y funciona como órgano mundial de gobierno de la Convención.

La CMF se reúne en marzo o abril de todos los años, en la Sede de la FAO, en Roma, Italia, con el fin de promover la cooperación para ayudar a realizar los objetivos de la CIPF. En particular, la CMF:

  • examina el estado de la protección fitosanitaria en el mundo
  • determina las medidas necesarias para combatir la propagación de plagas hacia nuevas zonas
  • elabora y adopta normas internacionales
  • establece reglamentos y procedimientos para la solución de diferencias
  • adopta directrices para el reconocimiento de las organizaciones regionales de protección fitosanitaria; y
  • coopera con las organizaciones internacionales en las cuestiones comprendidas en la Convención

Los miembros de la Comisión son las partes contratantes de la Convención y les incumbe la ejecución del programa de trabajo de elaboración de normas, intercambio de información y creación de capacidad. Asisten a las reuniones de la CMF representantes de las partes contratantes y observadores de las organizaciones, como las organizaciones regionales de protección fitosanitaria, el Comité de Medidas Sanitarias y Fitosanitarias de la OMC, el Fondo para la Aplicación de Normas y el Fomento del Comercio, y el Convenio sobre la Diversidad Biológica. Durante las reuniones también se lleva a cabo una sesión científica para el debate de cuestiones importantes. En las reuniones pasadas se han tratado temas como el desplazamiento de plagas a través de los embarques de ayuda alimentaria y el efecto potencial del cambio climático en la propagación de especies exóticas invasoras. La 14ª reunión de la Comisión de Medidas Fitosanitarias (CMF - 14) tendrá lugar en Roma, Italia, en la Sede de la FAO, del 1 al 5 de abril de 2019
