This document is the final report of the working group tasked to finalise the operational plan based on the strategy for building national phytosanitary capacity provisionally approved at CPM-4 in 2009. The working group met in December 2009 to review and finalise the operational plan. The strategic planning workshop was facilitated by an expert from the University of Wolverhampton, UK. Refer to appendices D-F of the report for the output of the workshop.
