New format for Canadian Phytosanitary Certificates

(Le français suit le texte anglais) The Canadian Food Inspection Agency (CFIA) has introduced changes to the Canadian Phytosanitary Certificate. Currently the majority of Canadian Phytosanitary Certificates are produced through an electronic computer system: the Export Certification System (ECS). These changes came into effect with the release of a new version of the ECS, launched June 7, 2004. The new Phytosanitary Certificate continues to follow the IPPC model and the provisions of ISPM No. 12 "Guidelines for Phytosanitary Certificates", but the format will differ from previous versions with the following changes. The certificate will: - be comprised of only French and English languages; - have a unique number that will not include the year of issuance; - no longer have a dedicated section for "Port of Loading"; - have a less complicated "disinfestation and / or disinfection treatment" section; - bear the inscription "Original" or "True copy" at the bottom. Please note that this document will still be printed on the official light red paper and will bear the stamp and a Plant Health officer"s (an Authorized Certification Officer (ACO)) signature. The certificate will be printed as an "Original" and a "True copy." The "Original" will be given to the exporter, and the "True copy" will remain in CFIA files. An e-mail containing sample of the new format for Canadian Phytosanitary Certificates has been sent to official contact points (using the address contained on this portal) ____ L"Agence canadienne d"inspection des aliments (ACIA) est en train de modifier le certificat phytosanitaire canadien. Présentement, la majorité des certificats phytosanitaires canadiens sont produits par un système informatique appelé Système de Certification des Exportations. Les modifications entreront en vigueur en même temps que la nouvelle version du SCE, prévue en juin 2004. Le nouveau certificat phytosanitaire continuera de respecter le modèle de la CIPV et la normes internationales pour les mesures phytosanitaires No 12 "Directives Pour Les Certificats Phytosanitaires", mais sa présentation sera différente de celle des versions précédentes. Voici les modifications apportées au certificat : - il sera émis en français et en anglais seulement; - il portera un numéro unique qui n"inclura pas l"année de délivrance; - la section « Port de chargement » est supprimée; - la section « Traitement de désinfestation et/ou de désinfection » sera moins structurée; - la mention « Original » ou « Copie conforme » sera inscrite au bas de la page. Veuillez prendre note que ce document sera encore imprimé sur le papier rouge pâle officiel et portera l"estampille et la signature d"un agent (des certificateurs officiels autorisés (COA)) de la Division de la protection des végétaux. Le certificat sera imprimé comme « Original » et comme « Copie conforme ». L"original sera remis à l"exportateur, et la copie conforme sera versé dans les dossiers de l"ACIA.
