Le Groupe de travail d’experts de la CIPV chargé de réviser la Norme internationale pour les mesures phytosanitaires (NIMP) n° 6 (Directives pour la surveillance [2009-004]) s’est réuni du 28 septembre au 2 octobre 2015 à Auckland (Nouvelle-Zélande).

The 2015 member consultation on draft ISPMs has opened today, 1 July, and it will last 150 days, closing on 30 November 2015.
The following draft ISPMs were submitted for member consultation by the Standards Committe in May 2015:
• Draft Appendix to ISPM 20 Arrangements for verification of compliance of consignments by the importing country in the exporting country (2005-003)

The IPPC Secretariat is pleased to announce that all ISPMs adopted by the Tenth Commission on Phytosanitary Measures (CPM-10 (2015)) have been posted in all FAO languages: https://www.ippc.int/en/core-activities/standards-setting/ispms/

The IPPC Secretariat has just finished posting most of the draft standards in English for CPM-7 (2012) on the IPP. Other language versions will follow shortly.
Under the regular process, we have posted 4 of the 5 standards. The fifth standard is the Russian translation of ISPM 5 which we hope to post this week.

Newly reformatted ISPMs have been posted on the IPP (https://www.ippc.int/index.php?id=13399 ) in English. These have been revised to help ensure consistency between past and newly adopted standards and follow the newly developed IPPC Style Guide. These reformatted ISPMs were uploaded as PDF files so that it allows users flexibility in combining the ISPMs into specialized books of standards as needed (for example a book of standards on PRA).

The IPPC Secretariat has posted two draft ISPMs for review at the 2011 November Standards Committee (SC) meeting: 2004-022 Draft ISPM Systems approach for pest risk management of fruit flies (Tephritidae) and 2005-002 Draft ISPM Integrated measures for plants for planting in international trade. The documents are available for NPPO and RPPO Contact Points and for all SC members. Once approved by the SC, these two draft ISPMs will be forwarded to the CPM for adoption. The IPPC Secretariat launched the new Online Comment System (OCS) on 20 June 2011, which also marked the opening of the 2011 member consultation period on draft ISPMs. All seven draft ISPMs have been uploaded into the system in English, French, and Spanish and are open for commenting using the OCS. The Secretariat has sent all IPPC Official Contact Points a username and password to login to the OCS. To access the OCS, go to: http://ocs.ippc.int/index.html. The IPPC Secretariat has posted the compiled comments on draft ISPMs from the 2010 Member Consultation period. All comments were submitted through the IPPC Official Contact Point between 20 June and 30 September 2010.

International Standards for Phytosanitary Measures (ISPMs) are recognized as the basis for implementing phytosanitary measures applied by Members of the World Trade Organization under the Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement). ISPMs are developed through a consultative process with multiple opportunities for input by IPPC members. One of key moments for members to provide feedback is during the 100-day consultation period on draft ISPMs. Feedback given at this stage is incorporated into the draft standard that will be presented to the Commission on Phytosanitary Measures for adoption. The International Standards for Phytosanitary Measures are now available on the IPP in Portuguese, courtesy of the Brazilian Ministèrio da Agricultura, Pecuaria e Abastecimento.
