History of the IRSS

The IPPC Implementation Review and Support System” (IRSS) concept emanated from an IPPC Commission on Phytosanitary Measures proposed to the Subsidiary Body on Dispute Settlement (SBDS) for the establishment of a possible IPPC Compliance Mechanism in 2007.
The IRSS has received funding from both the European Union and Switzerland to implement three projects.
Over the years, the IRSS studies and survey results have provided a useful information base for Contracting parties and Governing Bodies. In 2013, the CPM Recommendation on Aquatic Plants was informed by the IRSS Study on Aquatic Plants. Similarly the Recommendation on Internet Trade (E-Commerce) in Plant and other Regulated Articles was also informed by the IRSS Study on Internet Trade in Plants.
