Towards IYPH 2020: CPM-11 takes the next steps

In April 2016, the Eleventh Session of the Commission on Phytosanitary Measures (CPM-11), the governing body of the IPPC took further steps towards the proclamation of an International Year of Plant Health in 2020 (IYPH 2020). CPM-11 showed considerable enthusiasm for the progress made in the proclamation process and set-up necessary structures and objectives to guide the proclamation process and to initiate the planning phase.

CPM-11 also adopted the main objective and six specific objectives for IYPH 2020. The governing body of the IPPC found it of paramount importance that the IYPH 2020 will raise awareness of the importance and impacts of plant health in addressing issues of global importance, including: hunger, poverty, threats to the environment and economic development. It was thought that raising the awareness and actions with regard to plant health will lead to stronger public and political support to plant health as well as to a better coordination within the plant health community.

At CPM-11 further activities with regard to proclaiming and planning for IYPH 2020 were discussed. In order to define the scope, CPM decided on an explanation of what “plant health” means in the context of the IYPH 2020. The adopted defining scope of “plant health” will cover all plant protection disciplines and thus ensure that the IYPH 2020 can be equally celebrated amongst the plant health community.

Most importantly, CPM-11 established an IYPH Steering Committee (ISC) for the IYPH 2020. CPM-11 thought that current structures of the CPM do not allow all the issues related to the IYPH 2020 to be addressed in an appropriate manner. Consequently, the ISC was established to provide guidance on the proclamation process as well as to initiate the planning of the IYPH 2020. Besides one nominated member from every FAO region, and some regional Plant Protections Organizations (RPPO), membership to the ISC is also encouraged from non-IPPC entities, such as major donors and other international organizations. IPPC contracting parties wishing to nominate members to the ISC should do so by the 15th of May 2016 to their regional CPM Bureau member.
