Capacity development is driven by countries, consistent with national priorities and the local context, and anchored in national systems and local expertise.

The national phytosanitary capacity of a contracting party is defined as "the ability of individuals, organizations and systems of a country to perform functions effectively and sustainably in order to protect plants and plant products from pests and to facilitate trade, in accordance with the IPPC".

Developing the phytosanitary capacity of IPPC contracting parties allows them to successfully implement the IPPC convention, International Standards for Phytosanitary Measures (ISPMs) and the Commission on Phytosanitary Measures (CPM) Recommendations. The Implementation and Capacity Development Committee (IC) provides oversight to the IPPC Secretariat's capacity development activities.

Key IPPC capacity development activities and resources

Phytosanitary Capacity Evaluations

The Phytosanitary Capacity Evaluation (PCE) process brings together national stakeholders to help countries identify strengths and weaknesses in their phytosanitary systems. Countries can use this process to develop their own national phytosanitary capacity development strategies.

Guide, training materials and other resources

Topic covered include market access, NPPO operations, import verification, export certification, plant pest surveillance, plant diagnostics, pest risk analysis and more.

IPPC Regional Workshops

Seven IPPC Regional Workshops are organized annually to analyze and prepare comments on draft ISPMs, exchange experiences and ideas at the regional level, and build phytosanitary capacity.
