Rolling out Systems Approach Globally:
Sharing tools for enhanced application of Systems Approach and market negotiation on plant pest risk

The Rolling out Systems Approach Globally project is funded by the Standards and Trade Development Facility (STDF) and implemented by the IPPC Secretariat, in collaboration with the Centre for Environmental Policy, Imperial College London (ICL). The IPPC Capacity Development and Implementation Committee (IC) serves as the project steering committee.
The anticipated impact of the project is increased opportunities for export trade in plant products by developing countries through better capacity to deal with phytosanitary issues during market access negotiations and more options for managing pest risk. The greater opportunities will be based on the wider inclusion of more effective and efficient options for managing the pest risk, as estimated by the importing country NPPO, and for resolving issues when trade is disrupted. This will be achieved by enhancing competency and confidence in applying Systems Approach through the use of innovative decision support tools, Beyond Compliance tools (Tools), which will be applied to real, priority trade cases. The use of these tools will directly support deeper understanding of ISPM 14 The use of integrated measures in a systems approach for pest risk management by those participating.
There are three expected outputs of the project:
- Practical tools that demonstrate predicted efficacy of alternative plant health risks management measures produced for promising trade cases from developing countries;
- Systems Approach tools more broadly accessible, in particular to developing countries; and
- Countries assisted in market access negotiations for plant products.

I - Refinement of the Beyond Compliance Tools
The Beyond Compliance tools, initially developed under another STDF-funded project (STDF/PG/328), provide practical support to improve pest risk management for plant health needs in trade. The tools allow to:
- Map out phytosanitary risks and phytosanitary measures to be undertaken along the production chain or pathway
- Document stakeholder opinions on the likely efficacy of phytosanitary measures
- Communicate a systems approach to be followed to different stakeholders
- Develop trade proposals
- Prepare for market negotiations
The project refined the tools and posted them as the systems approach online tools.
II -Training of Facilitators
One of the project indicators is to have four validated Facilitators to support the use of Tools by contracting parties.
The face-to-face training of the future facilitators on Systems Approach and on using the Tools took place in Windsor, 2-7.06.19. Twelve trainees from all FAO regions were selected according to pre-determined criteria outlined in the global call issued by the IPPC Secretariat.
The objective of the training was to have a group of qualified trainees to move forward into the validation process, which entails leading and implementing a Trade Case using the Tools.
The candidate Facilitators will be evaluated by the NPPO that is being supported by the project for the implementation of Trade Cases and by the ICL team. Only with that information and initial evaluation of trainees within the training, would the IPPC Secretariat declare an individual to be a validated Facilitator for the Beyond Compliance process.

III - Implementation of Trade Cases
The project indicator is to have four trade cases supported by trainees of the project so that they could be validated through the implementation of real cases. The first call for trade cases brought a number of inquiries but only a few applications. That was why the Secretariat has issues the second call.
