Phytosanitary Treatments (PTs) are submitted by NPPOs or RPPOs for evaluation as an international standard in response to a call for submissions by the IPPC Secretariat. The IPPC Secretariat issues a call for PTs as required.
The Submission form for phytosanitary treatments should be used by NPPOs or RPPOs to submit information on phytosanitary treatments.
The Secretariat may also call for treatments used in international trade to be submitted as “contributed resources”. For those submissions the Submission form for phytosanitary treatments submitted as "contributed resources" should be used.
The submission forms are collected by the Secretariat and sent to the Technical Panel on Phytosanitary Treatments (TPPT) for review.
The TPPT prioritize submissions for development of phytosanitary treatments, taking into account guidance from the SC and the Criteria for justification and prioritization of proposed topics and using the Prioritization score sheet for phytosanitary treatments. The TPPT will also take into account recommendations by other CPM bodies.
Submissions will be evaluated for their suitability as an international treatment by the TPPT in line with guidance provided in ISPM 28 (Phytosanitary treatments for regulated pests) and the IPPC Procedure Manual for standard setting.
It is important to note that the burden is on the submitter to provide a complete and accurate submission and information in support of their proposed treatment. This includes the appropriate statistical analysis of the research results, including efficacy.
The TPPT works under the guidance of, and reports to, the Standards Committee (SC), as mandated by the Commission on Phytosanitary Measures (CPM). Further information about the TPPT work, please access the panel's web page by clicking here.
Please note: All phytosanitary treatment submissions are posted below along with the supporting documentation. If the supporting documentation is confidential, the submitter should indicate this on the submission form.

*2021-11 UPDATE*: New submissions are sought! The TPPT is continuously reviewing the submissions.
The International Plant Protection Convention (IPPC) Secretariat is soliciting submissions for:
Phytosanitary treatments to be adopted as international standards, as annexes to ISPM 28 (Phytosanitary treatments for regulated pests).
Phytosanitary treatments used in international trade, as "contributes resources".
The Technical Panel on Phytosanitary Treatments (TPPT) will review the submissions. As the TPPT meets in English, it is preferable to make the submissions in English.
Submissions will be accepted from Contracting Parties or Regional Plant Protection Organizations (RPPOs). Submissions should be sent through the respective IPPC Official Contact Point.
1. Instructions for submissions for treatments to be adopted as international standards:
Data in these submissions will be reviewed rigorously, and will result in a clearly stated level of efficacy. These treatments will be reviewed through the IPPC Standard Setting Procedure.
Please completely fill out the Submission Form for Phytosanitary Treatments and submit it along with all supporting documentation to the IPPC Secretariat by e-mail ([email protected]). The name of the submitting country or RPPO and the words “Call for Phytosanitary Treatments” should be placed in the subject line of the email message.
The submission should include all of the information required and outlined in ISPM 28 (Phytosanitary treatments for regulated pests), keeping in mind the Criteria for justification and prioritization of proposed topics. To see which treatments have already been adopted, please visit the International Phytosanitary portal (IPP) to access the adopted phytosanitary treatments as Annexes to ISPM 28.
The submission should identify a contact person for the treatment who may be contacted for clarification as required.
Evaluation of treatment submissions:
The submission forms are collected by the Secretariat, then compiled and forwarded to the TPPT to review the submission and evaluate them against ISPM 28 and the Criteria for justification and prioritization of proposed topics.
For additional information on how treatments are reviewed by the TPPT please look up section 8.8 in the IPPC Procedure Manual for Standard Setting
2. Instructions for submissions for phytosanitary treatments as "contributed resources"
The submissions reviewed under this process, should meet the Criteria for contributed resources established by the Capacity Development Committee (CDC). These treatments may not always have a stated level of efficacy, but are used in international trade.
Please make sure to fill out the Submission form for phytosanitary treatments as "contributed resources" with the basic information requested and submit it to the IPPC Secretariat by e-mail ([email protected]). Please also attach the document outlining the phytosanitary treatment and containing the schedule of the treatment (e.g. a manual, or other source of reference).
The name of the submitting country or RPPO and the words “Call for Phytosanitary Treatments” should be placed in the subject line of the email message
Evaluation of treatment submissions:
The submission forms are collected by the Secretariat, then compiled and forwarded to the TPPT for review and evaluation. The TPPT will recommend treatments to be posted as "contributed resources".
