Call for nomination of members of the Capacity Development Committee (CDC)

The International Plant Protection Convention(IPPC) Secretariat is soliciting nominations for appropriately qualified candidates to be members of the IPPC Capacity Development Committee(CDC).

At its 7th Session (CPM-7) the Commission on Phytosanitary Measures agreed to create the IPPC Capacity Development Committee (CDC) as a successor to the Expert Working Group for Phytosanitary Capacity Development (EWG-CD) that has been in existence since 2010. The terms of reference for selection of members and rules of procedure for the CDC were also adopted by CPM-7. The NPPOs and RPPOs are expected to nominate potential candidates to serve in the CDC and submit the names of the nominees to the IPPC Secretariat for final selection by the CPM Bureau.

All NPPOs and RPPOs are invited to nominate suitable candidates to serve as members of the Capacity Development Committee (CDC) by the 3rd of September 2012.

Nominations should be submitted through the respective NPPO or RPPO Contact Point. Membership of the CDC is opened to IPPC contracting parties. The Committee shall consist of one member from each FAO region, with at least three members from developing countries.

As established in the Terms of Reference for the CDC, members will have no personal interest in providing independent technical assistance in order to prevent any conflict of interest in the framework of the CDC. Members should serve for terms of two years, following the Rules of Procedure of the CDC and potential alternates should be considered for each region.

The IPPC Secretariat intends to have the list of candidates submitted to the Bureau for review and final selection at the meeting scheduled to take place in October 2012 and to perform the first meeting of the CDC in December 2012.

All submitted NOMINATIONS should include the following information:

Name and designation of the nominee and his / her curriculum vitae. The CV needs to address specifically how the candidate fills the general and specific requirements for selection provided in the next two sections. Contact information: full mailing address, telephone and/or fax numbers and e-mail address. A statement by the nominee indicating willingness to serve in the CDC if selected. On confidentiality, any selected member should fill and sign an agreement following a model developed by the Secretariat.

All selected candidates and their proposers should sign an agreement related to time availability for working at the CDC and financial support for participation of the candidate.

General requirements for consideration of candidates

The provision of appropriate references of technical expertise and qualification of the candidates will be the guiding criteria for selection.

Selection of members will be based on geographical representation, with one member from each FAO region and a minimum of three members from developing countries. Selection will seek balance of skills and experience for the composition of the Committee. Appropriate references of technical expertise and qualifications of the candidates need to be provided. Endorsement of the candidate by an NPPO or RPPOs is advisable. Adequate knowledge of English to be able to participate in the meetings and discussions is needed ( it is advisable to provide self rating, indication of English language proficiency in the CV, etc) All information provided in the CV is subject to independent enquiries and personal interviews. For the selection of alternates, the same rules apply.

Specific requirements for consideration of candidates

Candidates must provide demonstrate documented evidence of experience in phytosanitary capacity development, particularly on:

demonstrated experience in managing phytosanitary systems demonstrated experience in delivering phytosanitary capacity development activities in depth knowledge of the IPPC and International Standards for Phytosanitary Measures experience in the application of phytosanitary regulations/legislation knowledge, qualifications and/or experience in developing training materials adequate knowledge of English to be able to participate in the meetings and discussions
