The IPPC Standards Committee progress important standards

The Standards Committee (SC), with 27 participants, representing all seven FAO regions, met between 13-17 November 2017 at FAO-HQ in Rome, Italy. The SC led by their Chairperson, Mr Ezequiel FERRO (Argentina), had fruitful discussions on topics of major concern to the phytosanitary world.

Particularly, a long sought compromise was reached on the reorganization of the suite of fruit fly standards. The reorganization will be presented to the CPM-13 (2018). The reorganization should help countries, especially developing countries, have a better and more logical framework to implement the phytosanitary measures related to fruit flies.

A National Workshop on Sea Containers Phytosanitary Standards was organized by the General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ) of the Peoples’ Republic of China, from 8-9 November 2017, in Shanghai, China. This workshop was held on the occasion of the first meeting of the IPPC Sea Container Task Force (SCTF) organized from 6-10 November 2017, in Shanghai, China. The main objective of the workshop is to support the implementation of the IPPC Sea Container Complementary Action Plan.

A third mission for the application of the Phytosanitary Capacity Evaluation was executed in Conakry, the Republic of Guinea the 18 – 22 September 2017. The purpose of this final mission was to formulate capacity development activities to address the capacity needs identified in the first two PCE applications, to finalize the logical frameworks related to phytosanitary legislation, and to finalize the completion of PCE modules.

The First Meeting of the IPPC Sea Container Task Force Successfully Held in Shanghai, China

The first meeting of the IPPC Sea Container Task Force (SCTF) was held from 6-10 November 2017, in Shanghai, China. The meeting was jointly organized by the IPPC Secretariat, and the General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ) of the Peoples’ Republic of China, and hosted by Shanghai Inspection and Quarantine Bureau (SHCIQ). Mr Jingyuan Xia, IPPC Secretary, opened the meeting, Ms. Yijuan Li, Deputy Director General (DDG) of the AQSIQ presented a welcome address on behalf of the AQSIQ, and Mr. Yucheng Zheng, DDG of the (SHCIQ), delivered a welcome speech on behalf of the (SHCIQ).

Support to International Year of Plant Health proclamation discussed at third Steering Committee Meeting

Nineteen participants from the seven FAO regions and the FAO and IPPC Secretariats took part in the third meeting of the IPPC International Year of Plant Health Steering Committee (IPPC IYPH StC), held at FAO Headquarters in Rome from 8 to 10 November 2017.

This was the first time when invited stakeholders from FAO and the International Seed Federation attended an IPPC IYPH StC meeting. Sea Containers are a notorious pathway for the potential entry of pests, as they are the most common means of transfer of internationally traded goods and moving personal effects. The entry and spread of pests to new areas via sea containers could result in important control and eradication costs, losses in yields and access to export markets, and threaten food security, agriculture, as well as the environment.

Improvement of the NRO Reporting in Phytosanitary Legislations

The numbers of phytosanitary legislation reports have been increasing in a stable way over the last 4 years. In the year 2014 IPPC Contact Points or their IPP editors uploaded 59 reports on the IPP; while in 2015 - 60 reports; and in 2016 - 58 reports. This year 48 reports on phytosanitary legislations have been uploaded on the IPP by countries so far. Those reports make a 40% increase in comparison to all previous years (2005-2013). Four stable record years in a row has never happened before.

IPPC Community strongly represented at Climate Change COP 23 in Bonn, Germany

The IPPC community was strongly represented at the 23rd Conference of Parties (COP-23) of the United Nations Framework Convention on Climate Change (UNFCCC). For the first time the topic of plant health was broadly discussed at a climate change COP through a side event on organized during the COP-23 on 12 November 2017.

The main objective of the side event on climate change and plant health was to initiate discussion and raise awareness over the impacts of climate change on pest distribution and early occurrence, and subsequently on plant health and food security.

The 29th Technical Consultation among the Regional Plant Protection Organizations convened in Paris, France

EPPO 2017. TC RPPO meeting delegates participated in a technical visit to capture the phytosanitary control functioning at the Rungis wholesale market in Paris France – the largest wholesale food market in the world.

The 29th Technical Consultation (TC) among Regional Plant Protection Organizations (RPPOs) was held from the 30th October to 3 November 2017 in Paris France. The meeting was organized and hosted by the European Plant Protection Organization (EPPO) with the attendance of 9 RPPOs, and the Caribbean Agricultural Health and Food Safety Agency (CAHFSA), the proposed RPPO for the Caribbean region.

The wrap up workshop of the TCP/LEB/3502 project on “Fruit Flies Surveillance and Management in Lebanon” was held in Beirut on Friday 20th of October 2017. The workshop was officially opened by H.E. Lebanese Minister of Agriculture, Mr Ghazi Zaeter and FAO Representative to Lebanon, Mr Maurice Saade. Record number of IPPC Contracting Parties using Online Commenting System!

Launched in 2016, the new IPPC Online Comment System (OCS) continues to strengthen IPPC Official Contracting Party participation in developing international standards for phytosanitary measures. 2017 has not only seen an increase in the number of IPPC users providing comments (see graph above), it also has seen the highest number of standards out for consultation in IPPC history – 17! The OCS was also used this year by Contracting Parties and IPPC stakeholders for consultations on topics other than standards, including documents produced for the International Year of Plant Health and the ePhyto Steering Group.
