Developing capacity in pest risk analysis and market access for francophone African countries in collaboration with COLEACP

25 January 2019, Dakar - Many African countries seek to develop capacity in pest risk analysis, both to protect their territories from pests, and to get access to international markets by more fully understanding the requirements of importing countries.

The IPPC Secretariat therefore prepared and delivered a five-day interactive training course for the COLEACP (Comité de liaison Europe-Afrique-Caraïbes-Pacifique) on these topics. The course took place in Saly, Dakar from 21 to 25 January 2019 and focused on:

  • Pest risk analysis (PRA) using case studies of Fall armyworm (Spodoptera frugiperda) and False codling moth (Thaumatotibia leucotreta); and

The ePhyto Project Advisory Committee looks at the project’s major achievements and next steps

29 January 2019, Geneva - The ePhyto Project Advisory Committee met for the fourth time on 29 January 2019 at the World Trade Organization in Geneva, Switzerland. Since the last meeting in Rome during the summer of 2018, the ePhyto Solution project has advanced significantly.

The Secretariat proudly presented the Generic ePhyto National System, also known as “GeNS”. Discussions centered on the advancement of GeNS pilot countries, industry case studies, the 5-Year Strategic Plan, the donor strategy and what will happen upon the completion of the project at the end of 2019. The ePhyto Industry Advisory Group (IAG) meets in Geneva

30 January 2019, Geneva - The ePhyto Industry Advisory Group (IAG) met for the fourth time at the World Trade Organization in Geneva, Switzerland on 30 January 2019. IAG participants included the leaders of international NGOs representing the global grains, seeds, flowers, fresh fruits, fresh vegetables, wood products and cotton industries.

The meeting began with an overview of the ePhyto Solution progress, including a demonstration of the Generic National System (GeNS). The group, which included the IPPC ePhyto team, discussed in detail progress made with the industry case studies; and set timeframes and objectives for the future.

25 January 2018, Rome – The IPPC Secretariat kicked off 2019 by reflecting on its major achievements in 2018 and on its plans and vision for 2019. The annual meeting with the theme of “Professional Development” took place on 25 January 2019 at FAO Headquarters in Rome. The meeting was chaired by IPPC Secretary Mr Jingyuan Xia and attended by all Secretariat staff. Following briefings from team, task force and group leaders, IPPC Secretary Xia concluded by presenting the major achievements of 2018 and the core activities for 2019.

UN General Assembly proclaims 2020 as year to recognize and protect plant health

20 December 2018, Rome – The UN Food and Agriculture Organization and the International Plant Protection Convention Secretariat, based at FAO, welcome the UN General Assembly’s adoption today of a resolution proclaiming 2020 as the International Year of Plant Health (IYPH). A Glimpse of the IPPC ePhyto Hub and ePhyto Generic National System (GeNS) in Action

10 December 2018, Tokyo - Participants from the Asia Pacific Region caught a glimpse of how the IPPC “ePhyto Solution” can facilitate trade at a recent meeting held in Tokyo, Japan from 9 to 10 December 2018. The joint meeting of the Asia and Pacific ePhyto Workshop and the Asia Pacific Plant Protection Convention (APPPC) ePhyto Working Group included participants from fourteen countries and the IPPC Secretariat, represented by Senior Advisor Mr. Craig Fedchock.

Facilitating trade without compromising human, plant and animal health – Highlights from the Border Agency Cooperation Workshop in South Africa

16 November 2018, Cape Town - The 2017 landmark World Trade Organization’s (WTO) Trade Facilitation Agreement (TFA) seeks to facilitate trade by reducing red tape and bureaucracy at borders; while promoting cooperation among border agencies. Indeed, the WTO estimates that the “full implementation of the TFA could reduce trade costs by an average of 14.3 percent and boost global trade by up to USD 1 trillion per year, with the biggest gains in the poorest countries”.

Highlights from the December 2018 Commission on Phytosanitary Measures Bureau meeting

11 December 2018 - The Commission on Phytosanitary Measures (CPM) Bureau met virtually on 11 December 2018. Participants included six Bureau members and IPPC Secretariat core team members. Mr. Javier Trujillo (Mexico) chaired the meeting.

The meeting covered important topics such as sustainable funding for the IPPC Secretariat, resource mobilization, the Agenda and side sessions for CPM-14 (2019); and updates from the IPPC Standards and Implementation and Capacity Development (IC) Committees, and the Task Force on Sea Containers.

The CPM Bureau decided on several action points and agreed to:

Strengthening Bilateral Cooperation between the IPPC Secretariat and South Africa

23 November 2018, Rome - Mr Xia Jingyuan, IPPC Secretary, met with H.E. Mr Senzeni Zokwana, South Africa’s Minister for Agriculture, Forestry and Fisheries, during the International Symposium on Agricultural Innovation for Family Farmers held at FAO Headquarters in Rome, Italy. Minister Zokwana was accompanied by H.E. Prof Shirish M. Soni, the South African Ambassador to Italy.

From a project to an operational reality: Highlights from the IPPC ePhyto Steering Group and Project Technical Committee meeting

7 December 2018, Tokyo – The IPPC ePhyto Project Technical Committee (PTC) and IPPC ePhyto Steering Group (ESG) met in Tokyo, Japan from 3 to 7 December 2018 to review and provide feedback on the recently developed Generic ePhyto National System (GeNS); and several ePhyto strategies.

The GeNS allows countries to produce, send and receive electronic phytosanitary certificates through a harmonised exchange tool called a "hub". The hub was released for country use in June 2018, while the GeNS system will start its pilot phase during the first quarter of 2019 and will be released during the second and third quarters ...
