The plant control Act of 1981 is the main legal instrument that governs the phytosanitary services in Swaziland. It provides for;  Registration of nurseries  Regulation of plants and plant products importation  Phytosanitary certification.  Control of noxious weeds  Control of pests  Establishment and maintenance of regulated pest lists
