Monitoring, Evaluation and Learning in the IPPC Secretariat

The IPPC Secretariat has been subject to two Secretariat-wide evaluations in the years 2007 Independent Evaluation of the Workings of the International Plant Protection Convention and its Institutional Arrangements and 2014 International Plant Protection Convention Secretariat Enhancement Evaluation. Furthermore, the contribution of the IPPC Secretariat has been evaluated as part of FAO’s Evaluation of FAO’s Contribution to Strategic Objective 4: Enabling Inclusive and Efficient Agricultural and Food Systems, and other evaluations by donors, governance reviews and assessments of pilots which have contributed towards building a culture of learning in the IPPC Secretariat, and broader IPPC Community

The objective of the learning function is to result in adaptive management and robust pilots: this enables rapid, deliberate iterations in a cost-effective manner with potential for triggering catalytic change through the Secretariat's core and functional lines of work.

Monitoring efforts are ongoing under both projects to donors, and under FAO’S Results Based Management Monitoring System where the IPPC Secretariat contributes to Strategic Objectives 2 "Make agriculture, forestry and fisheries more productive and sustainable" and Strategic Objective 4 "Enable inclusive and efficient agricultural and food systems", to support attainment of related SDG goals under the FAO Medium Term Plan 2018-2021.

Task Force on Monitoring, Evaluation and Learning

The Task Force on Monitoring and Evaluation includes representatives from SSU, IFU, IST, e-Phyto and Resource Mobilisation who mainstream MEL into planning and priority setting within their respective units.

Collaboration with Centre for Development Innovation, Wageningen University

The IPPC Secretariat has invested in developing “Evaluative thinking” amongst its staff through a long-standing partnership with the Centre for Development Innovation, Wageningen University. The collaboration has further resulted in a Theory of Change demonstrating the contribution of the IPPC Community and Secretariat to the attainment of the SDGs, and iterative reflection on both process, progress and results monitoring of the Secretariat’s efforts to attain the objectives of the IPPC Strategic Framework 2020-2030.
