Short Description

• Council Directive 2000/29/EC as amended sets out the restrictions and protective measures which aim to protect plant health within the European Union. The list of regulated pests is included in Annexes I and II (pages 50 and 56 of the English version of the text) of the Directive as follows: • Section I of Part A of Annex I (page 50) of the Plant Health Directive 2000/29/EC lists harmful organisms that are not known to occur in the EU and whose introduction into and spread within all Member States is banned. • Part B of Annex I (page 54) of the Plant Health Directive 2000/29/EC lists harmful organisms whose presence is not known to occur within Protected Zones. These harmful organisms are banned from being introduced and spread within these Protected Zones. • Section I of Part A of Annex II (page 56) of the Plant Health Directive 2000/29/EC also lists harmful organisms that are not known to occur in the EU and whose introduction into and spread within all Member States is banned if they are present in association with certain plants or plant products. • Part B of Annex II (page 66) of the Plant Health Directive 2000/29/EC lists harmful organisms whose presence is not known within Protected Zones. These harmful organisms are banned from being introduced and spread within these Protected Zones if they are present in association with certain plants or plant products. • Section II of Part A of Annex I (page 53) of the Plant Health Directive 2000/29/EC lists harmful organisms that do occur within the EU but are subject to either eradication if an outbreak occurs and containment and management to prevent further spread. This can include annual surveys. The control Directives provide management strategies for a number of harmful organisms listed in this section. • Section II of Part A of Annex II (page 61) of the Plant Health Directive 2000/29/EC lists harmful organisms that do occur within the EU but whose introduction into and spread with all Member States is banned if they are present in association with certain plants or plant products. This is to prevent further spread of the harmful organism associated with the import of certain high risk plants and plant products from outside the EU.
