التركيز لتطوير الاختصاصات والنظام الداخلي للهيئة الفرعية الجديدة التابعة للاتفاقية عن الإنفاذ، والتي سوف تحل محل لجنة تنمية القدرات (CDC). ويتعيَّن أن يكون خبراء مجموعة التركيز على معرفة بحوكمة هيئة تدابير الصحة النباتية (CPM)للاتفاقية الدولية لوقاية النباتات وأنشطة الإنفاذ وتنمية القدرات. وسيطلب من المرشحين الذين تم اختيارهم حضور اجتماع وجاهي في باريس، فرنسا، في الفترة ما بين 18-22 تموز/يوليو 2016.

يتعين تقديم الترشيحات من نقطة الاتصال الوطنية الرسمية للاتفاقية الدولية لعضو مكتب هيئة تدابير الصحة النباتية من الإقليم الذي تتبع له (مع نسخة إلى أمانة الاتفاقية قبل 15 أيار/مايو 2016.

2016 IPPC Photo Contest: “The Shocking Impacts of Pests” Call for submissions

The International Plant Protection Convention Secretariat is launching the second edition of this photo contest entitled “The Shocking Impacts of Pests” which will be open from now until the 29th of February 2016 to anyone willing to contribute to the bigger aim of raising awareness on protecting plant resources, farmers and the environment.

Last year, hundreds of beautiful pictures were contributed from all over the world to the IPPC Photo Contest “Pests without Borders”. This year the pictures should illustrate the negative impacts of pests as well as phytosanitary measures.

Call for presentations on the successes and challenges of implementation the IPPC at the CPM-11 Session (April 2016)

The International Plant Protection Convention Secretariat requests IPPC contracting parties and RPPOs to propose cases of successful experiences or to highlight challenges faced while implementing the IPPC, its ISPMs and Commission for Phytosanitary Measures (CPM) Recommendations for presentation at CPM-11.

The objective of the CPM session is to enable IPPC contracting parties to share their experiences on addressing implementation issues they face and which might be of general interest to other IPPC contracting parties. Call for Experts (TPFQ)

The International Plant Protection Convention (IPPC) Secretariat is soliciting nominations for appropriately qualified experts to take part as members in the Technical Panel for Forest Quarantine (TPFQ) and an invited expert to aid TPFQ in developing a Forest Tree Seed annex to the Standard on International movement of seed (2009-003).

Nominations will be accepted from governments, National or Regional Plant Protection Organizations (NPPOs or RPPOs). Nominations should be submitted through the respective NPPO or RPPO official IPPC Contact Point and self-nominations should be supported by an accompanying letter from a government authority.

The Implementation Review and Support System (IRSS) has launched a desk study for clarifying and validating the extent to which diversion from the intended use occurs in international trade in plants and plant products. Diversion from intended use is of significant relevance to all contracting parties and occurs when regulated plants, plant products and other regulated articles are used for other than their originally declared purpose after importation. Call for pictures on Soils and Plant Health

In the framework of the International Year of Soils, the IPPC is preparing a publication on Soils and Plant Health. Pictures are therefore solicited for use in this publication. In particular, we request images with: - soil and soil adherent to plants as a commodity; - methods of inspection of soils; - diagnostics methods for pests of soils; - phytosanitary measures applied to soils.

The resolution of the pictures should be at least 4200 x 3000 pixels. Native camera resolution and a caption should be provided.

For each picture used, captions and authorship will be indicated.

Call for Phytosanitary Technical Resources

Following key decisions of the 10th session of the Commission on Phytosanitary Measure (CPM) in March 2015 and the Capacity Development Committee (CDC) 6th meeting in June 2015 the IPPC Secretariat is issuing a call for the collection of following technical resources:

  • Software applications (including mobile apps) for pest identification, diagnosis, surveillance and other activities related to plant health and targeting different audiences.

2015 June - Call for Experts (EWG Sea Containers)

The International Plant Protection Convention (IPPC) Secretariat is soliciting nominations for appropriately qualified experts for an Expert Working Group (EWG) to develop an international standard on Minimizing pest movement by sea containers (2008-001).

Nominations are due by 10 August 2015.

Nominations will be accepted from governments, National or Regional Plant Protection Organizations (NPPOs or RPPOs). Call for topics 2015

The 2015 call for topics starts on 5 June and ends on 14 August.

As outlined in the IPPC Standard Setting Procedure, a biennial call for topics for the IPPC standard setting work programme is being made . The last call occurred in 2013.

Topics being solicited include the following:

• new topics for International Standards for Phytosanitary Measures (ISPMs)

• new components to existing ISPMs, such as supplements, annexes or appendices

• revisions or amendments to adopted ISPMs, supplements, annexes, appendices or glossary terms

• pests for which a new diagnostic protocol should be developed

2015 April call for discussion papers for the working group to discuss the concept of a commodity standard

During its tenth session (16-20 March 2015), the Commission for Phytosanitary Measures (CPM) agreed that the concept of a commodity standard should be determined and agreed to Terms of reference (ToRs) for a working group to discuss the concept of a commodity standard (please find them attached).

The meeting of the working group is scheduled to be held from 20 to 24 July 2015 in Edinburgh, Scotland, UK. Experts for the working group have been selected by the CPM Bureau.

Second Call for Independent Experts: Establishment of an IPPC Dispute Settlement Expert Committee

This call for independent experts is issued with a view to establishing the Expert Committee for the Phytosanitary Dispute between the Republic South Africa and the European Union (IPPC Dispute number 10ZAF01).

The Expert Committee will be established on the basis of Article XIII of the International Plant Protection Convention (IPPC) and will act in accordance with the IPPC Dispute Settlement Procedures.

IPPC Membership of the Standards Committee (SC) and the Subsidiary Body on Dispute Settlement (SBDS)

The Secretariat is currently soliciting nominations from all FAO regions for members and potential replacements for the Standards Committee and Subsidiary Body on Dispute Settlement. Both subsidiary bodies, containing members from all seven FAO regions, are responsible for the crucial decisions that shape and improve the IPPC. Decisions made by these bodies can impact national food security, the health and biodiversity of all ecosystems, trade, and capacity building needs.

This is a reminder to work within your regions to ensure that all formal nominations reach the Secretariat by 20 February 2014.

Call for DPs Authors - November 2014

Nominations are being solicited by the Secretariat of the International Plant Protection Convention (IPPC) for authors of two IPPC diagnostic protocols (DPs) as outlined below:

  • Puccinia psidi (2006-018)

  • Striga spp. (2008-009)

Nominations are due 15 January 2015.

Authors will work in liaison with the member of the Technical Panel on Diagnostic Protocols (TPDP) in charge of this protocols to develop two draft protocols as annexes to ISPM 27:2006 (Diagnostic Protocols for Regulated Pests) with English as primary language of the draft.
