Call for Implementation and Capacity Development Committee (IC) members

The International Plant Protection Convention (IPPC) Secretariat is soliciting Nominations for regional representatives and experts to be members (and replacement members) of the Implementation and Capacity Development Committee (IC).

When considering nominations, please read through the IC Terms of Reference and Rules of Procedure.

Nominations should be submitted to the IPPC Secretariat mail to:[email protected] by an IPPC Official Contact points or a Regional Plant Protection Organization (RPPO) . Clearly indicate in the subject line whether it is a REGIONAL IC NOMINATION or an EXPERT IC NOMINATION.

Please note that regional nominations received will be submitted to the region for selection through the CPM Bureau member. In contrast, expert nominations will be submitted to all CPM Bureau members for selection.

All nominations are due 30 November 2022, 12 PM Rome time.

Members serve for a term of three years, which may be renewed as recommended by CPM Bureau and confirmed by CPM.

The IC plans to meet face-to-face twice a year, in May and November. New IC members are expected to attend the IC meeting in May 2023 IC meeting, although their term will begin at the end of the meeting. The IC may also meet virtually using teleconferencing and other remote communication methods and will make decisions via electronic means.

The work of the IC is carried out in English. However, efforts may be made to provide interpretation based on the composition of the IC membership.

IPPC Criteria for receiving travel assistance

The organization that employs an IPPC meeting participant is responsible for funding their travel expenses and the daily subsistence allowance. If the employer is unable to allocate sufficient funds, participants are first encouraged to seek assistance from sources other than the IPPC Secretariat.

However, the IPPC Secretariat could financially support the travel and per diem expenses according to the criteria used for prioritizing participants to receive travel assistance to attend meetings organized by the IPPC Secretariat which are available at: https://www.ippc.int/en/publications/criteria-used-prioritizing-participants-receive-travel-assistance-attend-meetings/ .

Dates of meetings

Face-to-face IC meetings are generally organized in May and November. Virtual meetings are organized, as needed. Dates of the meetings are published on the IPP Calendar when determined.

Instructions for making nominations

Each nomination sent by email to the IPPC Secretariat must be accompanied by the following documents:

  1. A Letter of intent of the Nominee confirming the motivations and the willingness to be a member of the Committee

  2. Nominee details and summary of expertise form - All sections should be completed, including contact details, education and professional training. A clear description of the nominee’s expertise in one or more phytosanitary systems (e.g., PRA, surveillance, inspection, export certification…) is required. The file should be named as follows: COUNTRY_SURNAME_Firstname_nominee_form.

  3. Completed and signed Statement of Commitment form - this should be read carefully by each nominee and then discussed with their employer. The form should be signed by the nominee and a senior person from the organization that employs the nominee and submitted with the nomination (as a scanned image file such as PDF). The file should be named as follows: COUNTRY_SURNAME_Firstname_commitment. The statement of commitment is available in English, French and Spanish.

  4. The nominee’s Curriculum Vitae (CV) - an electronic copy of the nominee’s CV (as a word processing file such as MS Word) with the file named as follows: COUNTRY_SURNAME_Firstname_CV.
