جماعة العمل مفتوحة العضوية حول إصدار الشهادات إلكترونياً


إن الهدف من ورشة العمل الأولى للاتفاقية الدولية لوقاية النباتات حول إصدار الشهادات إلكترونياً (eCert) هو مناقشة ووضع برنامج عمل إصدار شهادات إلكتروني للاتفاقية الدولية لوقاية النباتات بغية الوصول إلى اتفاق في نهاية المطاف على معيار إصدار شهادات إلكتروني على البوابة الدولية الإلكترونية للصحة النباتية (IPP) لتضمينه في المعيار الدولي لتدابير الصحة النباتية: 12.

إصدار شهادات الصحة النباتية إلكترونياً هو النقل الإلكتروني الموثق والآمن لبيانات إصدار شهادات الصحة النباتية، بما في ذلك البيان المصدّق، من المنظمة القطرية لوقاية النباتات (NPPO) للبلد المصدّر إلى المنظمة القطرية لوقاية النباتات للبلد المستورد. يتم تطوير عملية التصديق الالكتروني هذه من قبل بعض الأطراف المتعاقدة في الاتفاقية كبديل محتمل لشهادة الصحة النباتية التقليدية الورقية المعتمدة من الاتفاقية. ويجري هذا على أساس ثنائي، ولكن التحدّي هو عدم وجود معيار دولي يمكن للبلدان اتباعه. ومن غير المتوقع أن يحلّ إصدار الشهادات إلكترونياً محل شهادات الصحة النباتية الورقية لسنوات عديدة قادمة، بخلاف إذا كانت هنك اتفاقات ثنائية للقيام بذلك. سيتم انعقاد ورشة العمل الأولى للاتفاقية الدولية لوقاية النباتات حول إصدار الشهادات إلكترونياً (eCert) في سيئول، جمهورية كوريا، من الثلاثاء 7 حزيران/يونية إلى الجمعة 10 حزيران/يونية 2011. تجدون هنا رسالة الدعوة. يتم حالياً تحميل وثائق الاجتماع وتحديثها أدناه على هذه الصفحة. سيعقد هذا الاجتماع باللغة الإنكليزية فقط.
