On 26 February 2013, the IPPC Secretariat hosted a formal consultation between South Africa and the European Union under the IPPC Dispute Settlement System (DSS) concerning a phytosanitary trade dispute related to Citrus Black Spot. There is an IPPC obligation that disputing parties consult with one another in an attempt to resolve a dispute before the dispute may be presented to a dispute panel. On 5 February, 2013, in Rome, the Secretariat of the International Plant Protection Convention (IPPC) and representatives from the European Commission’s (EC) DG Sanco and DG Trade met to continue their discussions on issues of common interest and collaboration. This is another of the regular meetings that have been instituted to improve understanding, cooperation and coordination between the IPPC Secretariat and the EC. A wide range of subjects were discussed, including the importance of increasing awareness and support for each other’s programmes on four core issues: capacity development, standard setting, national reporting, and resource mobilization.

In a historic first, the IPPC Secretariat and the European Commission (DG Health and Consumers (SANCO) and DG Trade) met jointly to discuss the work programme of the IPPC. This important meeting will become a regular feature of IPPC cooperation with the EU and its member states. Discussions were open and positive with areas of particular interest identified. This meeting builds upon an already good working relationship with the EU and its strong support following the EU Council statement of 20 March 2012 in support of the IPPC.

CPM participantsThe International Plant Protection Convention (IPPC), hosted by FAO, aims to facilitate trade in agricultural products while preventing the spread of pests. Exporters, such as those of vegetables and fruits in developing countries, depend on international rules such as the International Standards for Phytosanitary Measures (ISPMs) to be able to access markets such as Europe or North America. It is an important area as international agricultural trade is worth around US$600 billion a year and pest damage to crops worldwide runs into billions of dollars.

The European Union (EU) has contributed €400,000 to the IPPC Secretariat to support the development of the Implementation Review and Support System of the IPPC. The donation, from the EU Directorate General for Trade, will finance the Implementation Review and Support System in 2011 and additional funds should be necessary to complete the initial three year cycle of the IRSS.
The IRSS will have two primary components:
Implementation review system – to monitor the fulfilment of reporting requirements of contracting parties through the IPP and evaluate the implementation of other non reporting obligations under the IPPC.

Discussions during workshop on draft ISPMsTo ensure that the work of the IPPC is relevant, of high quality and acceptable to the membership as a whole, it is vitally important that contracting parties participate in the key meetings that establish and carry out the IPPC work programme.
Increasing member countries’ participation in the IPPC is a high priority.
