Call for country case studies about implementation of ISPM 15

The International Plant Protection Convention (IPPC) Secretariat is soliciting case studies for inclusion in the IPPC Guide to support the implementation of ISPM 15 (2017-043).

Purpose

This call is intended to solicit case studies that may be used to enhance content of the IPPC Guide to support the implementation of ISPM 15 (2017-043), this guide will help in the understanding of ISPM 15 (Regulation of wood packaging material in international trade).

We are looking for specific examples or stories that describe the activities that an NPPO has undertaken to implement ISPM 15 and stories that highlight failed initiatives are often just as interesting as the successes. Case studies should focus on a particular issue related to ISPM 15 and describe what the NPPO has done to address the challenge, including: outcomes, impacts, lessons learned and plans to enhance future activities related to implementing ISPM 15.

For example, a case study might describe the steps that an NPPO took to develop legislation and regulations to support the implementation of ISPM 15; or how the NPPO controls the use of the ISPM mark; or illustrate how an NPPO authorizes ISPM 15 treatment facilities or wood packaging manufacturers; or explain how an NPPO provides oversight of ISPM 15 treatments or the manufacture and repair of wood packaging material; or how an NPPO works with other national border agencies to verify that imported wood packaging material meets import requirements, etc.

Scope of the ISPM 15 Guide

This IPPC guide will be a comprehensive manual that will improve understanding of ISPM 15 (Regulation of wood packaging material in international trade) and support implementation of this standard. It will provide information on the phytosanitary measures that are used to manage pest risks associated with wood packaging material moving in international trade and will describe the procedures needed to produce compliant wood packaging material. The guide will provide specific information on treatment options for wood packaging material and offer guidance to assist NPPOs to review and authorize ISPM 15 treatment facilities and monitor treatments. The guide will also describe import controls, the process for identifying and reporting non-compliances. Who can submit case studies?

National Plant Protection Organizations (NPPO), Regional Plant Protection Organizations (RPPO) and international organizations are invited to submit case studies for consideration.

Please note that submissions will be reviewed by the IPPC Secretariat and Working Group experts and only those recommended for inclusion will be published. Submissions will be selected using the following criteria:

How do I submit a case study?

Please use the case study template (https://www.ippc.int/en/publications/88093/) for guidance in preparing your submission and provide one or two high quality photographs (minimum 300 dpi) to illustrate the case study.

Please send an email from your IPPC Official Contact Point to the IPPC Secretariat ([email protected]) with the completed submission form and photographs in attachment. In the subject line of your email, please indicate your [COUNTRY NAME] and “Case study for ISPM 15 Guide”.
