Rulebook on phytosanitary measures for the prevention of introduction and spread of Xylella fastidiosa (Wells et al.)(“OG ME", no. 121/2021) and Order on prohibition of introduction of plants for the purpose of preventing the introduction and spread of the harmful organism Xylella fastidiosa (Wells et al.) (“OG ME", no. 66/2023) are two pieces of legislation prescribing import requirements and prohibitions for Xylella fastidiosa host plants. Host plants - plants for planting, other than seeds known to be susceptible to one or more subspecies of X. fastidiosa are listed in ANNEX I and specified plants - plants for planting, other than seeds known to be susceptible to specific subspecies of X. fastidiosa are listed in ANNEX II of the Rulebook on phytosanitary measures for the prevention of introduction and spread of Xylella fastidiosa (Wells et al.) (“OG ME", no. 121/2021) and these ANNEX-es are fully harmonized with Commission Implementing Regulation (EU) 2023/1706 of 7 September 2023 amending Implementing Regulation (EU) 2020/1201 as regards the lists of plants known to be susceptible to Xylella fastidiosa Order on prohibition of introduction of plants for the purpose of preventing the introduction and spread of the harmful organism Xylella fastidiosa (Wells et al.) (“OG ME", no. 66/2023) prescribes prohibition of introduction into Montenegro for plants for planting, other than seeds, listed in Annex I of the Rulebook on phytosanitary measures for the prevention of introduction and spread of Xylella fastidiosa (Wells et al.) (Official Gazette MNE No. 121/21) 1, originating from the demarcated areas of the European Union Member States in which the presence of Xylella fastidiosa is confirmed and from the non-EU countries where the harmful organism Xylella fastidiosa is present, other than from the regions that are free from X. fastidiosa.
