Requirements for import of cocoa beans into the European Union via Port Koper, Slovenia

Despite for import to the EU of cocoa beans (CN 1801) and products thereof, intended for food, a phytosanitary certificate is not required to be issued in exporting country, a trading partners may require a phytosanitary certificate also to be issued to support later re-export certification to other countries outside the EU.

In line with the IPPC international standard ISPM-12, phytosanitary certificates should be issued only for these purposes by the NPPO of the country of origin, certifying goods to be officially inspected and found practically free from pests. In Slovenia, documentary checks of food safety and organic product documents are done by Customs’ officers upon declaration of import by importer or his shipment agent. Random physical checks, including sampling and laboratory testing of the import consignments of plant origin might be also applied.
