Why Africa needs adequate plant surveillance

To tackle devastating crop diseases, Africa should boost regional plant surveillance. The emergence of Tuta absoluta on the African agricultural landscape has rekindled pertinent questions regarding Africa’s capability to protect local agriculture and enhance international trade. The importance of being battle-ready on a grand scale rather than leaving those who are struggling to make daily lives take up arms against a pest they barely know about, is therefore not difficult to see. Thus, strengthening our national or preferably regional approach to plant protection could be key.

Руководство ВТО и Продовольственной и сельскохозяйственной организации Объединенных Наций (ФАО) 2 ноября объявило о соглашении сотрудничать по вопросам торговли и безопасности пищевых продуктов. В штаб-квартире ФАО в Риме Генеральный директор ВТО Роберто Азеведо / Roberto Azevêdo и Генеральный директор ФАО Жозе Грациану да Силва / José Graziano da Silva договорились, что две организации исследуют, каким образом санитарные и фитосанитарные стандарты, а также безопасность пищевых продуктов могут содействовать торговле и способствовать развитию.

The WTO discussion on Trade Facilitation has been evolving. The attached PowerPoint presentation is for information to the IPPC Contracting Parties, which was presented by the IPPC Secretariat In the recent regional workshops. It is recommended that the Contracting Parties will pay special attentions to further development in the WTO community. Reality - the phytosanitary risks associated with the internet trade

Sales of plants and plant products ordered through the internet (e-commerce) has increased significantly in the years since the IPPC and most ISPMs were adopted. E-commerce is fuelling an increasing volume of traded commodities. In many cases online traders of plants and plant products do not take into account a customer’s location before agreeing to a sale and shipping their purchases to them. This lack of knowledge of a customer’s location can lead to consignments of regulated articles being imported into a country without the phytosanitary certificates which may be required by the NPPO of that country.

Improving coordination and cooperation with the WTO

Recent discussions between the Secretariats for the International Plant Protection Convention (IPPC) and the World Trade Organization’s SPS Committee were held with the objective of improving coordination and cooperation. As the IPPC has a formal role of standard setting for plant health within the SPS Agreement, it is essential that cooperation and coordination is optimized between the two Organizations at all times. Southern African countries improve the flow of information to support plant protection and trade

Group discussionsDuring the SADC Plant Protection Committee Meeting of 2009 and also at the 5th Session of the Commission on Phytosanitary Measures (CPM-5) held in Rome in March 2010, the SADC Secretariat was requested by its member states to convene a training on information exchange in the framework of the International Plant Protection Convention (IPPC) and the use of the International Phytosanitary Portal (IPP). To that end, a workshop was hosted by the South African NPPO with financial support from SADC.
