Tenth Meeting of the IPPC Capacity Development Committee held in Tokyo Japan

IPPC 2017 - CDC members convene in Tokyo Japan

The IPPC s Capacity Development Committee (CDC) met for its 10th and final time in Tokyo Japan, 15 - 19 May, 2017. Formed in 2012 to help guide the IPPC Secretariat s work to implement the Capacity Development Strategy and Work Plan, the final CDC meeting was a preparatory meeting for the transition to the new Implementation and Capacity Development Committee (IC) approved at CPM-12 in April. The Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan hosted the meeting.

Major highlights of the meeting include the CDC s development of a proposal for the Terms of Reference and Rules of Procedures for the Sea Containers Task Force (SCTF). The SCTF is a task force of the Implementation and Capacity Development Committee (IC) whose purpose is to supervise and direct the implementation of the Complementary Action Plan under the oversight of the IC.

The group discussed the Terms of Reference for the IC and noted several areas of consideration during the Preparatory Meeting for the Implementation and Capacity Development Committee (IC). The integration, functions and operation of the Subsidiary Body for Dispute Settlement (SDBDS), the Triennial Review Group (TRG) and the National Reporting Obligations Advisory Group (NROAG) under the IC Framework were highlighted. The group also made suggestions on the joint SC/IC call for topics on standards and issues for implementation for future consideration by the CPM Bureau, the Standard Committee and the IC. CDC members reviewed applications for IC membership, with a shortlist of candidates developed and ready for consideration by the Bureau to meet in June. The operational framework and priority tasks for the IC were also discussed.

The IC, under the guidance of CPM, will develop, monitor and oversee an integrated programme to strengthen the phytosanitary capacity of contracting parties to implement the IPPC and meet the strategic objectives as agreed by the CPM.
