Consultations


IPPC Consultations

During the consultation period (starting each year on 01 July), NPPOs are advised to prioritize their reviews of IPPC related documents in the following order:

  1. Draft International Standards for Phytosanitary Measures (ISPMs) and draft specifications for ISPMs
  2. Draft CPM Recommendations
  3. Draft Implementation and Capacity Development documents

CPM Recommendations

the IPPC Secretariat makes it publicly available and solicits comments through the IPPC Online Comment System (OCS) from contracting parties, RPPOs, national plant protection services of non-CPs, relevant international organizations, and other entities as decided by the SC.

All consultation comments are published on the IPP.

Consultation on Implementation and Capacity Development Documents

The Implementation and Capacity Development Committee (IC) provides oversight of activities delivered by the Implementation and Facilitation Unit (IFU) of the IPPC Secretariat and approves all draft Implementation and Capacity Development documents prior to consultation.

As per the Procedure Manual for Implementation and Capacity Development, the following types of documents are distributed to NPPOs and RPPOs for consultation:

  • Draft Specifications for Guides, training materials and other implementation resources
  • Draft governance documents for IC Sub-groups (e.g. Rules of Procedure and Terms of Reference)

International Standards for Phytosanitary Measures (ISPMs)

The Commission on Phytosanitary Measures (CPM) approves new topics for International Standards for Phytosanitary Measures (ISPM). The Standards Committee (SC) assigns a steward to each topic who, in consultation with the IPPC Secretariat, drafts a specification.

Specifications for ISPMs outline the content and scope of a future ISPM and are used by the expert drafting groups to draft the ISPM.

  • Consultations on draft specifications takes annually place from July 01 to September 30
  • Consultations on draft ISPMs takes place annually from July 01 to September 30

Draft Diagnostic Protocols (DPs) are submitted to one expert consultation period unless decided otherwise by the SC.
