Second and subsequent consultation on draft ISPMs: Following the revision of the standard setting procedure agreed to by IPPC contracting parties at CPM-11 (2016), the second consultation lasts 90 days and takes place from 1 July to 30 September. Taking into account the comments received during the first consultation, the Standards Committee (SC) or the Standards Committee Working Group (SC-7) revise the draft ISPM. Once the Standard Committee (SC) or SC-7 approves the draft ISPM for the second (or third) consultation, the IPPC Secretariat solicits comments through the IPPC Online Comment System (OCS) from contracting parties, RPPOs, relevant international organizations, national plant protection services of non-CPs, and other entities as decided by the SC.
In 2017, the second consultation also starts 1 July on the following draft ISPMs:
1994-001 Draft 2015 and 2016 amendments to ISPM 5: Glossary of phytosanitary terms
2006-010A&B Draft revision of Annex 1 (Approved treatments associated with wood packaging material) and Annex 2 (The mark and its application) to ISPM 15 (Regulation of wood packaging material in international trade): inclusion of the phytosanitary treatment Sulphuryl fluoride fumigation and revision of the dielectric heating section
2014-005 Draft ISPM: Requirements for the use of temperature treatments as a phytosanitary measure
2009-004 Draft revision of ISPM 6: Surveillance
The Secretariat will post all compiled comments from the consultations below after the close of the commenting period.
The IPPC Secretariat invites IPPC Official contact points to review the compiled comments and contact the Secretariat if their comments have not been recorded correctly.
The steward(s) or relevant technical panel reviews the comments, prepares responses to the comments and revises the draft ISPM and submits them to the Secretariat. These are posted for the SC.
The SC reviews the comments submitted from the first consultation, the Steward(s)' responses to the comments and the revised ISPM. The SC decides whether to recommend the draft ISPM to the CPM, or to put it on hold, return it to the Steward(s) or to an expert drafting group, or submit it for another round of consultation.
