The Commission on Phytosanitary Measures (CPM) approves new topics for International Standards for Phytosanitary Measures (ISPM). The Standards Committee (SC) assigns a steward to each topic who, in consultation with the IPPC Secretariat, drafts a specification.
Specifications for ISPMs outline the content and scope of a future ISPM and provide the expert drafting group (EDG) on what to consider while drafting the ISPM.
Once the SC approves the draft specification for consultation, the IPPC Secretariat makes it publicly available and solicits comments through the IPPC Online Comment System (OCS, https://ocs-new.ippc.int/) from CPs, RPPOs, relevant international organizations, and other entities as decided by the SC.
The latest consultation period lasted 60 days: from 19 December 2014 to 20 February 2015.
