关于征集在植物检疫措施委员会第11次大会(2016年4月)上展示履行国际植保公约方面的成功经验和面临的挑战的提案的通知

国际植保公约秘书处呼吁公约缔约方和区域植保组织为第11次植物检疫措施委员会大会征集提案,提案内容可以是履约的成功案例经验介绍,也可以是强调履行公约及其国际植物检疫措施标准和植物检疫措施委员会建议所面临的挑战。

这次植物检疫措施委员会的目标是保障公约缔约方分享他们履约过程中遇到问题并解决途径的成功经验,这些也是其他缔约方所十分关注的。大会将成为一个为缔约方和区域植保组织报告其面临的主要挑战,或者分享通过采取积极正面的方式方法解决过去以及现在的问题的场所。大会希望公约缔约方能够展示其成功的事例,并向其他公约的缔约方传播其宝贵的经验。

这次大会的目的并不是缔约方请求技术及经济方面的支持,也不是提出对于改变现有流程、产出或其他特殊目的的建议。

这次大会是第11次植物检疫措施委员会日程的一部分,想要通过大会展示的提案需要在2016年1月31日前提交到国际植保公约秘书处(邮箱:IPPC@fao.org)。提案需要附不超过一页纸的总结(使用六种联合国官方语言中的一种的),内容需涵盖提案主题、执行过程以及所获的建议或结论。

我们将按接收到的时间顺序来整理并考虑所有的提案。一旦提案被接受,相关的缔约方或者区域植保组织将被邀请选取一名代表在植物检疫措施委员会全体代表大会上发言。

征召专家(森林检疫技术专家小组)

国际植保公约秘书处正为寻求合适的有资格的专家作为森林检疫技术专家小组成员征求提名,同时秘书处需要邀请一名专家来帮助森林检疫技术专家小组完善国际种子运动(2009-003)标准上的关于森林树种的附件。

秘书处接受来自政府、国家或者区域植保组织的提名。提名需要通过相关的国家植保机构或者区域植保组织的国际植保公约联系点提交相关的材料,自荐则需要有政府权威机构支持的相关附函。

The Implementation Review and Support System (IRSS) has launched a desk study for clarifying and validating the extent to which diversion from the intended use occurs in international trade in plants and plant products. Diversion from intended use is of significant relevance to all contracting parties and occurs when regulated plants, plant products and other regulated articles are used for other than their originally declared purpose after importation. Call for pictures on Soils and Plant Health

In the framework of the International Year of Soils, the IPPC is preparing a publication on Soils and Plant Health. Pictures are therefore solicited for use in this publication. In particular, we request images with: - soil and soil adherent to plants as a commodity; - methods of inspection of soils; - diagnostics methods for pests of soils; - phytosanitary measures applied to soils.

The resolution of the pictures should be at least 4200 x 3000 pixels. Native camera resolution and a caption should be provided.

For each picture used, captions and authorship will be indicated.

Call for Phytosanitary Technical Resources

Following key decisions of the 10th session of the Commission on Phytosanitary Measure (CPM) in March 2015 and the Capacity Development Committee (CDC) 6th meeting in June 2015 the IPPC Secretariat is issuing a call for the collection of following technical resources:

  • Software applications (including mobile apps) for pest identification, diagnosis, surveillance and other activities related to plant health and targeting different audiences.
  • Plant health risk communication resources (targeting different stakeholders, providing understanding of the specific issues of plant protection and pest risk, promoting and explaining pest management decisions, information and education programmes, different risk communication strategies e.g. during ...

2015 June - Call for Experts (EWG Sea Containers)

The International Plant Protection Convention (IPPC) Secretariat is soliciting nominations for appropriately qualified experts for an Expert Working Group (EWG) to develop an international standard on Minimizing pest movement by sea containers (2008-001).

Nominations are due by 10 August 2015.

Nominations will be accepted from governments, National or Regional Plant Protection Organizations (NPPOs or RPPOs). Nominations should be submitted through the respective NPPO or RPPO official IPPC Contact Point and self-nominations should be supported by an accompanying letter from a government authority.

Call for topics 2015

The 2015 call for topics starts on 5 June and ends on 14 August.

As outlined in the IPPC Standard Setting Procedure, a biennial call for topics for the IPPC standard setting work programme is being made . The last call occurred in 2013.

Topics being solicited include the following:

• new topics for International Standards for Phytosanitary Measures (ISPMs)

• new components to existing ISPMs, such as supplements, annexes or appendices

• revisions or amendments to adopted ISPMs, supplements, annexes, appendices or glossary terms

• pests for which a new diagnostic protocol should be developed

2015 April call for discussion papers for the working group to discuss the concept of a commodity standard

During its tenth session (16-20 March 2015), the Commission for Phytosanitary Measures (CPM) agreed that the concept of a commodity standard should be determined and agreed to Terms of reference (ToRs) for a working group to discuss the concept of a commodity standard (please find them attached).

The meeting of the working group is scheduled to be held from 20 to 24 July 2015 in Edinburgh, Scotland, UK. Experts for the working group have been selected by the CPM Bureau.

Second Call for Independent Experts: Establishment of an IPPC Dispute Settlement Expert Committee

This call for independent experts is issued with a view to establishing the Expert Committee for the Phytosanitary Dispute between the Republic South Africa and the European Union (IPPC Dispute number 10ZAF01).

The Expert Committee will be established on the basis of Article XIII of the International Plant Protection Convention (IPPC) and will act in accordance with the IPPC Dispute Settlement Procedures.

IPPC Membership of the Standards Committee (SC) and the Subsidiary Body on Dispute Settlement (SBDS)

The Secretariat is currently soliciting nominations from all FAO regions for members and potential replacements for the Standards Committee and Subsidiary Body on Dispute Settlement. Both subsidiary bodies, containing members from all seven FAO regions, are responsible for the crucial decisions that shape and improve the IPPC. Decisions made by these bodies can impact national food security, the health and biodiversity of all ecosystems, trade, and capacity building needs.

This is a reminder to work within your regions to ensure that all formal nominations reach the Secretariat by 20 February 2014.

Call for DPs Authors - November 2014

Nominations are being solicited by the Secretariat of the International Plant Protection Convention (IPPC) for authors of two IPPC diagnostic protocols (DPs) as outlined below:

  • Puccinia psidi (2006-018)

  • Striga spp. (2008-009)

Nominations are due 15 January 2015.

Authors will work in liaison with the member of the Technical Panel on Diagnostic Protocols (TPDP) in charge of this protocols to develop two draft protocols as annexes to ISPM 27:2006 (Diagnostic Protocols for Regulated Pests) with English as primary language of the draft. Establishment of an IPPC Dispute Settlement Expert Committee: Call for Experts

Nominations of experts are being solicited by the Secretariat of the International Plant Protection Convention (IPPC) for appropriately qualified experts for possible membership of the IPPC Expert Committee on the Phytosanitary Dispute between South Africa and the European Union (IPPC Dispute number 10ZAF01).

South Africa claims the strength of phytosanitary measures required by the EU is inconsistent with the level of risk posed by the introduction of Citrus Black Spot (CBS – caused by the fungus Guignardia or Phyllosticta citricarpa) on fruit that is imported into the EU. 2014 August - Call for Experts (TPDP, TPPT, EWGs)

Nominations are being solicited by the Secretariat of the International Plant Protection Convention (IPPC) for appropriately qualified experts for membership on (i) Technical Panel on Diagnostic Protocols (TPDP) and (ii) Technical Panel on Phytosanitary Treatments (TPPT). Expert nominations are also sought for three Expert Working Groups (EWGs) to develop international standards on (iii) International movement of grain, (iv) Revision of ISPM 6:1997 (Guidelines for surveillance), and (v) Safe handling and disposal of waste with potential pest risk generated during international voyages.

The International Plant Protection Convention (IPPC) Secretariat is soliciting nominations for appropriately qualified candidates to be members of the IPPC Capacity Development Committee (CDC). At its 7th Session (CPM-7, 2012) the Commission on Phytosanitary Measures agreed to create the IPPC CDC to provide oversight and contribute to the delivery of the IPPC Strategic Objective of developing National Phytosanitary Capacity of its members. Members serve for terms of two years, with a maximum of six years.
