Dwindling IPPC Sustainable Funding Affects its Support of Developing Countries to Participation in Some Governing Activities

For many years, the IPPC Secretariat has tried to assist the participation of developing Contracting Parties to the annual meeting of the Commission on Phytosanitary Measures (CPM) and also some other important governing bodies meetings, such as the meetings of Standard Committee (SC), the Implementation and Capacity Development Committee (IC), etc. This has been done from the IPPC extra-budgetary funding that has been generously provided by a number of donors.

G-20 Group of Agriculture Ministers Supports the IPPC ePhyto and the Initiative of an International Year of Plant Health in 2020 (IYPH 2020)

The G-20 Group of Agriculture Ministers at their meeting on 27-28 July 2018 in Buenos Aires, Argentina have endorsed the IPPC’s efforts to build an electronic certification system (ePhyto) and the initiative of an International Year of Plant Health in 2020 (IYPH 2020).

In their final declaration, Agriculture Ministers of twenty countries that represent 60 percent of all agricultural land and about 80 percent of world trade in agricultural products stated:

Strengthening the Bilateral Cooperation of the IPPC with the United States of America

On 26 July 2018 an IPPC delegation composed of Dr. Jingyuan Xia (IPPC Secretary), Mr. Craig Fedchock (IPPC Adviser) and Dr. Shoki AlDobai (IPPC Integration and Support Team Lead) met at FAO-HQs with representatives from the US Mission to Rome-based UN Agencies, Mr. Tommie Williams (incoming Minister Counselor for Agriculture) and Mr. Bryce Quick (outgoing Counselor for Agriculture) at FAO-HQs.

IPPC Secretariat contributes to the discussion on a Harmonized Global Approach for Managing Forest Invasive Species (19-20 July, 2018, FAO headquarters, Rome, Italy)

In the margins of the 24th session of FAO’s Committee on Forestry (COFO), representatives from the IPPC Secretariat, the FAO Forestry Department and five Regional Forest Invasive Species Networks met to explore better ways to exchange information and increase collaboration.

International course on Xylella fastidiosa

From 12 to 16 November 2018, the CIHEAM Mediterranean Institute for Advanced Agronomic Studies in Zaragoza will be organizing an advanced course for professionals on “Plant diseases caused by Xylella fastidiosa: detection, identification, monitoring and control”. The course will involve 14 European and international expert lecturers and is being sponsored by the Spanish Agriculture Ministry and supported by several EU projects – XF-Actors, POnTE and MSCA-RISE CURE XF.

The IPPC ePhyto Industry Advisory Group (IAG) meeting was held on the 19th July 2018, in Rome, Italy. The meeting was chaired by Mr. Gerard Meijerink, International Seed Federation. The meeting was opened by Mr. Jingyuan Xia, IPPC Secretary, who thanked the IAG for its contributions and encouraged their work on studying the impacts of ePhyto on trade facilitation. Phytosanitary Capacity Evaluation (PCE) Progresses in Uzbekistan

The national Phytosanitary Capacity Evaluation (PCE) in Uzbekistan marks significant a progress. The PCE was initiated and supported by the FAO TPC Project (TCP/UZB/3602) “Support to the Improvement of the National Seed, Plant Variety Protection and Phytosanitary Legislation in Uzbekistan”. The PCE and other phytosanitary related activities of the project are coordinated by the Sub-regional Office for Central Asia (SEC) of the Food and Agriculture Organization (FAO) and FAO Uzbekistan with the technical back-stopping provided by the IPPC Secretariat.

3rd Meeting of the IPPC ePhyto Project Advisory Committee

The third ePhyto Project Advisory Committee (PAC) meeting took place on Monday, 16th of July at the IPPC Secretariat headquarters in FAO, Rome, Italy. The PAC which provides guidance to and support in project development particularly in relation to cooperation with other international initiatives on electronic certificates reviewed the IPPC ePhyto progress and advancements. The Secretariat of the World Trade Organization organized and hosted a Workshop on control, inspection and approval procedures from 09-10 July, 2018. The workshop provided a forum for discussion and experience sharing on developments, challenges and practices in implementing the SPS Agreement, Article 8 and Annex C on control, inspection and approval procedures. IPPC Assists Tunisia in its Second Round of the Phytosanitary Capacity Evaluation Process

A specific session took place during the IPPC Secretariat 2018 Mid-Year meeting on Friday, 6 July 2018 to brainstorming on activities related to environmental protection and plant health.
