The Executive Law of Liberia established a regulatory services unit at the Ministry of Agriculture, Republic of Liberia, West Africa. This service was created by Laws of Liberia Volume II Chapter XXV (25) pages 90-102 0f the Legislative Assembly since 1950. The act was revised in 1972, known as the “Plant and Animal Quarantine Act” which is now coined as “The National Plant and Animal Quarantine Services Division. Mandates of the National Plant and Animal Quarantine Service Division cover the prevention of foreign injurious plant pests and diseases, zoonotic and non-zoonotic animal diseases into Liberia. The prevention mechanisms are geared toward careful surveillance and monitoring activities and regulations through movement of said commodities. The sole purpose for regulating the movement of plants and animals and their articles into Liberia is to protects the agricultural sectors from the spread of quarantine regulated and non-quarantine regulated pest outbreak which may have adverse effects on the investment returns of farmers and thereby threatening public health. The NPAQSD directly functioned in accordance with the National Agriculture Laws (Title 3- Liberian code of Law revised, Chapter 1, section 1 – 6). The Division further endorsed the compliance of International Regulations i.e., International Plant Protection Convention (IPPC) by using the International Standards for Phytosanitary Measures, and other World Conventions including “Africa Union – Inter Africa Phytosanitary Progam (AU-IAPSC), United Nations Environment Programme (UNEP), and United Nations Industrial Development Organization (UNIDO), World Trade Organization (WTO), World Organization for Animal Health (WOAH), Sanitary and Phytosanitary Measures (SPS), Codex Alimentarius”. All the quarantine functions are predicated toward trade regulations and scientific justification on plant and animal health status followed by Agro-chemicals applications and management under the Rotterdam Convention.

I served as an Inspector of the National Plant and Animal Quarantine Service since 2010. I have also worked with students across Liberia as a University Lecturer and Namibia as a mentor for undergraduate and graduate student in General Ecology, University of Namibia. I have undergone several trainings National and International covering plant and animal health and disease management, antimicrobial resistance, APP phase #2 Train-of Trainer, PRA etc. Working with your team will further enrich my capacity as a plant health specialist.
