EU Guidelines on minimum wording for Phytosanitary Certificate Additional Declaration regarding RNQPs

Short Description

The EU would like to inform the IPPC community about the publication of Commission Implementing Regulation (EU) 2025/2249, which amends Commission Implementing Regulation (EU) 2019/2072. The Regulation was published on 10 November 2025 and it will enter into application on 6 July 2026. The Regulation amended the wording of the requirements for RNQPs to facilitate the obligation under Article 71(2) of Regulation (EU) 2016/2031, to specify on the Phytosanitary certificate under the heading ‘Additional Declaration’ which specific requirement is fulfilled. That obligation will also enter into application on 6 July 2026.

In addition, the attached document “Guidelines AD Annex V_November 2025” provides the minimum wording to be included in the Additional Declaration of the phytosanitary certificate in relation to RNQPs, as agreed by EU Member States at the meeting of the Standing Committee of Plants, Animals Food and Feed – section Plant Health, on 17-18 November 2025. This document will be also attached to the minutes of that Committee meeting (https://food.ec.europa.eu/horizontal-topics/committees/paff-committees/plant-health_en).
