Short Description

يستند عمل الحجر الزراعي في سلطنة عُمان إلى: • المرسوم السلطاني رقم (47/2004) بإصدار قانون الحجر الزراعي (مرفق). • القرار الوزاري رقم (32/2006) بإصدار اللائحة التنفيذية لقانون الحجر الزراعي وتعديلاتها (مرفق). تنظم هذه التشريعات عمليات استيراد وتصدير وإعادة تصدير النباتات والمنتجات النباتية والمواد الخاضعة للوائح، إضافةً إلى إجراءات التفتيش الصحي النباتي وتطبيق التدابير الحجرية اللازمة. تخضع عملية استيراد النباتات والمنتجات النباتية والمواد الخاضعة للوائح في سلطنة عُمان لمتطلبات الصحة النباتية التي تحددها المنظمة الوطنية لوقاية النباتات (NPPO) ويُشترط لاستيراد الإرساليات النباتية الخاضعة للوائح تقديم شهادة صحة نباتية أصلية وسارية المفعول صادرة عن المنظمة الوطنية لوقاية النباتات في بلد التصدير، تؤكد استيفاء الإرسالية للمتطلبات الصحية النباتية المعتمدة. ويُحظر استيراد التربة الزراعية، والرمال، وبيئات النمو النباتية غير المعالجة، وذلك للحد من مخاطر دخول وانتشار الآفات الحجرية. كما تحدد المنظمة الوطنية لوقاية النباتات متطلبات صحة نباتية خاصة لبعض النباتات والمنتجات النباتية والمواد الخاضعة للوائح، وذلك استنادًا إلى نتائج تحليل مخاطر الآفات (PRA)، والمتطلبات الفنية، والتشريعات الوطنية النافذة. وتُرفق الاشتراطات الخاصة بكل سلعة أو منتج نباتي في وثائق مستقلة، ويتم تحديثها بصورة دورية وفقًا للمستجدات الفنية والتشريعية.

Plant quarantine operations in the Sultanate of Oman are governed by: • Royal Decree No. 47/2004 issuing the Plant Quarantine Law (attached). • Ministerial Decision No. 32/2006 issuing the Executive Regulations of the Plant Quarantine Law and its subsequent amendments (attached). This legislation regulates the import, export, and re-export of plants, plant products, and other regulated articles, as well as phytosanitary inspection procedures and the implementation of quarantine measures. The importation of plants, plant products, and other regulated articles into the Sultanate of Oman is subject to phytosanitary requirements established by the National Plant Protection Organization (NPPO). An original and valid Phytosanitary Certificate issued by the National Plant Protection Organization of the exporting country is required for regulated consignments, confirming compliance with the applicable phytosanitary requirements. The importation of agricultural soil, sand, and untreated plant growing media is prohibited to minimize the risk of introducing and spreading quarantine pests. The NPPO also establishes specific phytosanitary requirements for certain plants, plant products, and other regulated articles based on Pest Risk Analysis (PRA), technical requirements, and applicable national legislation. Commodity-specific import and export requirements are provided as separate attachments and are updated periodically in accordance with technical and regulatory developments.
