Short Description

The National Phytosanitary Authority subordinated to the Ministry of Agriculture and Rural Development (MARD) was created in 2015, according to Government Decision no.43/2015. The NPA has two departments, namely:

  • Phytosanitary Directorate has at central level 4 offices (plant protection and phytosanitary quarantine, registration of plant protection products, control of marketing and use of plant protection products, and sustainable use of plant protection products) and 41 county phytosanitary offices at local level, including 9 border inspection post (BIPs).
  • National Phytosanitary Laboratory (NPL) which has four laboratory (Phytopathology, Entomology, Quality Control of Pesticides (LQPC) and Pesticides Residues Control in Plants and Plant Products (LPRCPPP).
  • The National Phytosanitary Laboratory (NPL) is national reference laboratory through which National Phytosanitary Authority solves the problems on phytosanitary quarantine, quality control of pesticides and control of pesticide residues in plants and plant products.
  • Phytopathology and Entomology laboratories carries out analyses of plants and plant products samples taken by phytosanitary inspectors in order to detect and identify harmful organisms.

There are also, three regional laboratories of which two are specialised in nematology (within Phytosanitary Office Brasov and Suceava) and one in bacteriology (within Pytosanitary Office Bacau).

The Laboratory for the Quality Control of Pesticides (LQCP) and four regional laboratories, which are within the Phytosanitary Offices: Arad, Bacau, Mures and Olt, carry out analyses for official controls on marketing of pesticides. They also perform analyses for the National Monitoring Programme for Quality of pesticides.

Laboratory for Pesticides Residues Control in Plants and Plant Products (LPRCPPP) and one regional laboratory - Mures is responsible for the analysis of pesticide residues in fruit, vegetables and cereals through the National Monitoring Programmes for Pesticides Residues in Plants and Plant Products.
