List of EU import regulations, including emergency measures against emerging pests

  • General import requirements and fees - Council Directive 2000/29/EC;

  • Imports for trials, research and work on varietal selections - Directive 2008/61/EC;

  • Rules for reduced plant health checks and products recommended for plant health checks at reduced levels - Regulation EC/1756/2004;

  • Identity and plant health checks at a place other than the EU point of entry - Directive 2004/103/EC;

  • Requirements for the import of wood packaging material and dunnage - Directive 2005/15/EC;

Emergency Measure Decisions on certain emerging quarantine pests:

  • Xylella fastidiosa (Well and Raju) - Decision 2015/789/EU, last amended in 2017 by Decision 2017/2352/EU, as regards plant for planting;
  • Anoplophora glabripennis - Decision 2015/893/EU, as regards specified plants, wood and wood packing material;
  • Anoplophora chinensis (Forster) - Decision 2012/138/EC, as amended by Decision 2014/356/EU, as regards specified plants;
  • Phytophthora ramorum - Decision 2002/757/EC, last amended by 2013/782/EC and 2017/728/EU;
  • Pinewood nematode Bursaphelenchus xylophilus - Decision 2012/535/EC, amended by 2015/226/EU and 2017/427/EU, as regards specified plants, wood, bark and wood packing material;
  • Apple snails Pomacea (Perry) - Commission Decision 2012/697/EU; as regards specified plants for planting, excluding seeds, that can only grow in water or soil that is permanently saturated with water;
  • Pseudomonas syringae pv. actinidae - Decision 2012/756/EU, replaced by Decision 2017/198/EU, as regards live pollen and plants intended for planting, other than seeds, of Actinidia;
  • Epitrix spp. - Decision 2012/270/EU, amended by Decisions 2014/679/EU and 2016/1359/EU, as regards tubers of Solanum tuberosum and quarantine organisms Epitrix cucumeris (Harris), Epitrix papa sp. n., Epitrix subcrinita (Lec.) and Epitrix tuberis (Gentner)
  • Gibberella circinata - Decision 2007/433/EC as regards plants of the genus Pinus L. and the species Pseudotsuga menziesii, intended for planting, including seeds and cones for propagation purposes;
  • Phyllosticta citricarpa (McAlpine) Van der Aa as regards citrus fruits from Brazil, South Africa and Uruguay - 2016/715/EU, amended by decisions 2017/801/EU and 2018/85/EU;
  • Ralstonia solanacearum (Smith) Yabuuchi et al. as regards Egyptian potatoes - Decision 2011/787/EC;
  • Thrips palmi as regards cut flowers of Orchidaceae from Thailand – Decision 98/109/EC.
  • Wood Packaging Material used to transport certain commodities from China - Decision 2013/92/EU, as amended by 2015/474/EU and 2017/728/EU (expires on 31 July 2018).
