New IPPC publication: Phytosanitary systems and agricultural development: modelling the impact of phytosanitary capacity evaluations in Africa

The IPPC Secretariat is pleased to announce the release of a new publication: Phytosanitary Systems and Agricultural Development: Modelling the Impact of Phytosanitary Capacity Evaluations in Africa. This study was developed under the European Union-funded project “Strengthening Food Control and Phytosanitary Capacities and Governance” (GCP/GLO/949/EC).
The study assesses the long-term effects of strengthening phytosanitary systems in Africa through the Phytosanitary Capacity Evaluation (PCE) framework.
Key findings:
- One-time PCE interventions can deliver short-term improvements in plant health, trade efficiency, and food security.
- Without sustained investment and institutional support, these gains tend to diminish over time.
- Repeated PCE interventions, implemented at five-year intervals, result in more durable and wide-ranging benefits across plant health, trade, and rural development.
- Embedding phytosanitary reforms into national legislation, aligning with regional trade agreements, and ensuring cross-sectoral coordination are critical for sustained impact.
