The 12th meeting of the IPPC Subsidiary Body for Dispute Settlement (SBDS) was held at the FAO Headquarters in Rome and the chairpersonship of Ms Mennie Gerritsen-Wielard (Europe Region member). Members from Africa, Europe, North America, Latin and Caribbean America and the Pacific, met along with the IPPC Secretariat to discuss the status and progress made in the IPPC Dispute Avoidance and Settlement System (DASS).

On 26 February 2013, the IPPC Secretariat hosted a formal consultation between South Africa and the European Union under the IPPC Dispute Settlement System (DSS) concerning a phytosanitary trade dispute related to Citrus Black Spot. The IPPC Subsidiary Body on Dispute Settlement (SBDS) has developed a manual on the IPPC Dispute Settlement options available to contracting parties. This manual provides:
i) background to the IPPC Dispute Settlement system; ii) the various options available to contracting parties; and iii) advice on process and procedures to initiate a dispute within the IPPC framework.
