The “Support to the IPPC Strategic Framework and Workplan” project is implemented by the IPPC Secretariat and funded by the European Commission over a three-year period, from 1 November 2024 to 31 October 2027.
The project aims to minimize the spread of plant pests and to effectively manage its impacts, thereby contributing to safer international trade and greater food security.
The project outputs contribute to the advancement of the Development Agenda Items (DAIs) of the IPPC Strategic Framework 2020-2030 and to the priorities outlined in the IPPC Work Plan. In this context, the project delivers a set of targeted outputs that directly support these priorities by strengthening core areas of the IPPC work programme. Specifically, the outputs of the project are to:
strengthen pest outbreak alert and response systems (POARS);
develop International Standards for Phytosanitary Measures (ISPMs) for specific commodities and pathways; and
advance the implementation of the Africa Phytosanitary Programme (APP), an IPPC flagship programme.
Output 1: Strengthening POARS
Establishing a global pest alert and response system will help countries to better communicate emerging pest risks and strengthen their capacity to prevent and respond to pest outbreaks. This system will support IPPC contracting parties to proactively adapt their phytosanitary systems and manage new pest incursions. This will help reduce the risk of pest introduction and strengthen national and regional abilities to respond effectively to pest outbreaks.
Activities under this output include: setting a technical development strategy and tools, guides, and training materials that facilitate POARS operation; setting up networks and collaboration on pest alerts and emergency response; and designation of a governance and financial strategy to operationalise POARS. Output 2: Develop International Standards for Phytosanitary Measures (ISPMs) for specific commodities and pathways
The development and adoption of ISPMs for specific commodities, in line with the IPPC framework and the Technical Panel on Commodity Standards’ (TPCS) long-term work plan, will support safe trade and enhance phytosanitary security.
Activities under this output include: the development of commodity-specific annexes; development of a priority list of commodity-specific annexes; and development of communication and advocacy materials. Output 3: Advance the implementation of the IPPC flagship programme: Africa Phytosanitary Programme (APP)
By supporting the implementation of the APP, national surveillance is strengthened through knowledge exchange and technology sharing. Its objective is to improve the coordination and use of data in plant health surveys by applying harmonized protocols and GIS tools, such as ArcGIS.
Activities under this output include: organising training sessions (train-the-trainer and/or in-country) of national professional and/or local users on the APP tools; developing survey protocols under the APP framework; and providing standardized operational guidance for NPPO pest surveillance activities and developing the APP GIS platform.
