Compiled Comments on Draft ISPMs from the 2010 Member Consultation Period Posted on the IPP

The IPPC Secretariat has posted the compiled comments on draft ISPMs from the 2010 Member Consultation period. All comments were submitted through the IPPC Official Contact Point between 20 June and 30 September 2010.

The IPPC Secretariat would again like to thank the NPPOs of Malaysia, the Philippines, the United Kingdom, and Zambia and the RPPO of COSAVE for volunteering to compile the member comments for this year.

The draft standards approved for Member Consultation 2010 were:

The 10th Conference of Parties of the CBD gives special consideration to plant health in the newly adopted Nagoya Protocol and in discussions on invasive alien species

IYOBThe final and most controversial product adopted at the two-week long 10th Conference of Parties of the Convention on Biodiversity was the Nagoya Protocol on "Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization". The Nagoya Protocol sets terms on how countries will permit access to genetic resources, share the benefits arising from their use, and cooperate with one another in allegations of misuse. Multiple sectors come together for NAPPOs 34th annual meeting

NAPPO meeting logo - 2010Mr. Yukio Yokoi, the Secretary of the International Plant Protection Convention, attended the 34th North American Plant Protection Organization annual meeting which took place in Kelowna, British Colombia, Canada from 18 - 22 October 2010. The meeting had broad participation from the NPPOs in the region, the NAPPO and IPPC Secretariats, and also a significant number of participants from private industry groups such as landscaper, nursery, potato producers and forest products associations.

Expert working group maintains momentum for phytosanitary capacity development

Group phot of the EWG As agreed at the 5th Session of the Commission on Phytosanitary Measures, an expert working group (EWG) was convened 25 – 29 October at FAO Headquarters in Rome to review and refine the phytosanitary capacity development operational plan. Experts from Australia, Côte d'Ivoire, Jamaica, Malaysia, Netherlands, Sudan and the United States of America participated. Regional workshops on draft ISPMs support participation in the standards setting process

International Standards for Phytosanitary Measures (ISPMs) are recognized as the basis for implementing phytosanitary measures applied by Members of the World Trade Organization under the Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement). ISPMs are developed through a consultative process with multiple opportunities for input by IPPC members. WTO Committee on Sanitary and Phytosanitary Measures turns spotlight on major new standards under development and the IPPC budget deficit

Magic numberDuring the 20 – 21 October meeting of the Committee on Sanitary and Phytosanitary Measures (SPS Committee) at WTO headquarters in Geneva, attention was drawn to a new phytosanitary standards under development that could have a major impact on international trade in goods. In particular, it was noted that work is underway on a standard for “minimizing pest movement by sea containers and conveyances in international trade”, and a similar standard for air containers and aircraft will be developed in future.

The IPPC Secretariat welcomes Kazakhstan as a new contracting party of the Convention

The IPPC Secretariat has received notice from the FAO Legal Office that Kazakhstan has adhered to the Convention. By joining the IPPC, Kazakhstan has made a commitment to the shared vision of "the world's plant resources protected from pests." At present, the IPPC has 177 contracting parties.
