The IPPC Seminar: Plant Health Standards and Food Security

The 4th IPPC seminar on Plant Health Standards and Food Security, was held at FAO-HQ (Sheikh Zayed Centre) on 13 May 2016, which focused on how standards for plant health directly enhances food security globally. Over 100 participants attended the Seminar, including the permanent representatives of three Rome-based UN agencies, members and observers of the IPPC Standard Committee, as well as the IPPC and FAO staff.

The IPPC Regional Workshop for Latin America

The IPPC Regional Workshop for Latin America was held 20-23 October 2015 in Lima, Peru. The Workshop was hosted by the Peruvian NPPO, organized by the Institute for Cooperation on Agriculture (IICA), and financially supported by COSAVE, OIRSA and the IPPC Secretariat. Seventeen representatives of the IPPC contracting parties and IICA staff attended the workshop, and the IPPC Secretariat participated remotely and through videoconference during the two last days of the meeting.

International Cooperation on Fruit Flies continues

The Technical Panel on Pest Free Areas and Systems Approaches for Fruit Flies (TPFF) convened in Vienna from 19 to 23 October 2015.

The TPFF is composed of 10 international fruit fly experts and includes a representative of the Joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture, which also hosted the meeting. Chairperson for the TPFF was Ms Ana Lilia Montealegre Lara (Mexico). The IPPC Regional Workshop for the Caribbean Region (2015)

The 2015 IPPC Regional Workshop for the Caribbean Region was held on 29 September – 1 October, in Port of Spain, Trinidad and Tobago. The workshop was organized by the Inter-American Institute for Cooperation on Agriculture (IICA) and the IPPC Secretariat, hosted by the Government of Trinidad and Tobago, and funded by the 10th European Development Fund (EDF) Sanitary and Phytosanitary (SPS) Project from the European Union (EU). Sixteen participants from 12 contracting parties, representatives from IICA and the IPPC Secretariat, and a member of the Standards Committee attended the workshop.

Clarification on issues of implementation of IPPC standards

In recent correspondence between the IPPC Secretary, Mr. Yukio Yokoi, and the Secretary General of the International Organization for Standardization (ISO), Mr. Rob Steele, it was clarified that the ISO Central Secretariat has never promoted ISO standard adoption as mandatory for the implementation of International Standards on Phytosanitary Measures (ISPMs). This issue was initially raised as a concern of IPPC contracting parties during a discussion at CPM-7 (2012), addressing standard setting procedures, and was further clarified by the CPM Chair. Regional discussions for eastern Europe and countries that speak Russian to talk about proposed IPPC international standards

During the week of July 17-20, the International Plant Protection Convention (IPPC) Secretariat participated in the joint IPPC/FAO/EPPO regional workshop for the review of draft International Standards for Phytosanitary Measures (ISPMs) in Bykovo, Russia. The workshop was graciously hosted by the All-Russian Plant Quarantine Center (VNIIKR) and included participants from twenty countries. For the first time, participants in the workshop included personnel representing the national plant protection organizations of Serbia, Montenegro, Bosnia and Herzegovina, Poland and Macedonia.

When to comment on IPPC standards 2012

NPPOs and RPPOs,

As you may be aware, CPM-7 (2012) recently adopted several recommendations for improving the IPPC Standard setting process, which will be appended to the CPM-7 (2012) meeting report. The CPM had also agreed that the Secretariat would slowly implement these recommendations. Over the next few months there will be three opportunities into the development of ISPMs, described below.

New recommendations for improving the way IPPC standards are developed

As requested by CPM-6 a Focus Group on Improving the IPPC Standard Setting Process was convened in July 2011 at EPPO Headquarters in Paris and concluded that current procedures provide a thorough, transparent and consensus-based standard setting process for general standards as well as diagnostic protocols and phytosanitary treatments. However the Focus Group is recommending the following five major points be considered by CPM to help improve the current IPPC standard setting process:

Opening speeches at CPM-6

In addition to adopting four strategic objectives for 2012-2019, the Commission also adopted new International Standards for Phytosanitary Measures (ISPMs) and identified the need to improve the standards setting process.

Early in the meeting, the CPM adopted three new phytosanitary treatments and an appendix to ISPM 26 on fruit fly trapping.
