Purpose of this Announcement is to inform IPPC Contracting parties about a decision that CPM Bureau made during its December 2018 virtual meeting.
IPPC Contracting parties are encouraged to use the "Template for proposals going to CPM that have resource implications to the budget of the IPPC Secretariat" for documents and proposals that they submit to CPM-14 that have resource implications (e.g. additional staff, new financial obligations, other) to the budget of the IPPC Secretariat. Fall Armyworm (FAW) has been detected for the first time in Puer City and Dehong, Yunnan Province, China, as reported by the IPPC Contact Point for China. The Chinese Ministry of Agriculture and Rural Affairs (MARA) is taking emergency measures to monitor and control the spread of FAW, as well as increasing cooperation with other pest-infested countries.
25 January 2018, Rome – The IPPC Secretariat kicked off 2019 by reflecting on its major achievements in 2018 and on its plans and vision for 2019. The annual meeting with the theme of “Professional Development” took place on 25 January 2019 at FAO Headquarters in Rome. The meeting was chaired by IPPC Secretary Mr Jingyuan Xia and attended by all Secretariat staff. Following briefings from team, task force and group leaders, IPPC Secretary Xia concluded by presenting the major achievements of 2018 and the core activities for 2019.

The call for phytosanitary treatments is still open until resources are available. The TPPT is continuously reviewing the submissions. The next cutoff date is the 30 January 2019 for proposals to be evaluated at the 2019 TPPT meeting.
Contracting parties and RPPOs are invited to submit proposals for new phytosanitary treatments (annexes to ISPM 28 or "contributes resources") following the instructions on the Standard Setting - Call page. All previous submissions are also available at this page: https://www.ippc.int/en/core-activities/standards-setting/calls-treatments/.
The Standard Committee (SC) approved the following draft diagnostic protocol (DP) for the DP notification period:
Contracting parties have 45 days to review the approved DPs and submit an objection, if any, along with a technical justification and suggestions for improvement of the approved DP. If no objection is received, the DP is considered adopted by the SC on behalf of the CPM.
This notification period starts on 05 January 2019 and ends on 20 February 2019.
