The IPPC has four strategic objectives to address the scope of the Convention. Although trade facilitation has been the primary focus of the IPPC work programme for many years with the other objectives being implicit. In the 2012-2019 IPPC Strategic Framework, the governing body of the IPPC – CPM – decided to be explicit in addressing food security, trade facilitation, environment protection and capacity development.

To address these strategic objectives, the IPPC has introduced annual themes to promotion on an annual basis specific aspects of the IPPC mandate. For the period 2016-2019 the IPPC will focus only the following themes:

• 2016 Plant Health and Food Security
• 2017 Plant Health and Trade Facilitation
• 2018 Plant Health and Environmental Protection
• 2019 Plant Health and Capacity Development
