EU increases funding to support the implementation of the IPPC

The European Union (EU) has contributed Euro 400,000 to the IPPC Secretariat to support the development of the Implementation Review and Support System of the IPPC. The donation, from the EU Directorate General for Trade, will finance the Implementation Review and Support System in 2011 and additional funds should be necessary to complete the initial three year cycle of the IRSS.

The IRSS will have two primary components:

Implementation review system - to monitor the fulfilment of reporting requirements of contracting parties through the IPP and evaluate the implementation of other non reporting obligations under the IPPC.

Implementation support system - through the implementation of an IPPC Help Desk, working in a coordinated manner with the IPPC Secretariat, the CPM Bureau, the CPM Subsidiary Bodies, the FAO legal office and other Units towards the improvement of the implementation of the IPPC and its ISPMs.

Every three years, the IPPC Bureau will develop an Implementation Review Response, to summarize the situation of the implementation of the IPPC and its standards by contracting parties. From this summary, action plans are developed, for input into the proposed IPPC work programme for consideration by the CPM. The recommended action plans are a key input into the strategic and technical assistance planning of the IPPC.

The IRSS will enable the IPPC to better identify and respond to the specific needs of its membership, through an informed decision process that takes into account the available resources and identify overlapping and better ways to coordinate actions related to plant protection in the world.
