The Tenth Commission on Phytosanitary Measures (CPM-10) took place at FAO Headquarters in Rome from 16 to 20 March 2015. The English version of the meeting’s report of has been posted today and can be downloaded at https://www.ippc.int/en/publications/81242/. Other language versions will follow.
From 13 to 15 May a meeting was held on the Revision of the IPPC Standard setting procedure (SSP) at FAO headquarters in Rome, Italy. The meeting report has been posted and is available at https://www.ippc.int/en/publications/81233/
The group agreed that the revision was exclusively applicable to the current procedure as adopted by CPM-7 (2012). The group discussed the scope of the meeting and agreed that it would be to “adjust the procedure to ensure that it facilitates the development of technically sound standards through a transparent process that truly engages IPPC members”.

The International Plant Protection Convention (IPPC) Secretariat is soliciting nominations for appropriately qualified experts for an Expert Working Group (EWG) to develop an international standard on Minimizing pest movement by sea containers (2008-001).
Nominations are due by 10 August 2015.
Nominations will be accepted from governments, National or Regional Plant Protection Organizations (NPPOs or RPPOs). Nominations should be submitted through the respective NPPO or RPPO official IPPC Contact Point and self-nominations should be supported by an accompanying letter from a government authority.

As part of a new policy the new IPPC Secretary Mr Jingyuan XIA has established the practice of holding regular IPPC seminars to communicate important IPPC plant health topics to staff of the IPPC and FAO. The first seminar was organized on the 24th of June and Mr. Ralf LOPIAN presented a lecture covering efforts with regard to the proposed International Year of Plant Health in 2020 (IYPH 2020) and as well as other future challenges for the IPPC. The CPM Bureau held a noteworthy meeting in Rome from 9-12 June 2015. In the presence of the new IPPC Secretary Mr Xia Jingyuan, the CPM Bureau tackled important forward-looking issues such as the future IPPC Secretariat structure, IPPC governance and the planned International Year of Plant Health in 2020.
The CPM Bureau which is the executive committee of the CPM consists of the elected seven regional representatives. It has been delegated by the CPM to provide guidance and decide on administrative issues on behalf of the CPM.

The initiative to proclaim an International Year of Plant Health in the year 2020 (IYPH 2020) has gained further traction at the 39th Conference of FAO held in Rome from 6-13 June 2015. Following the strongly endorsed decision of the Tenth Session of the Commission of Phytosanitary Measures (CPM) to fully support an IYPH 2020 the FAO Conference has now followed suit and welcomed the initiative, which was raised by Finland. The IPPC’s Capacity Development Committee (CDC met 1-5 June 2015 in San Jose, Costa Rica. This was the sixth meeting of the CDC since it formed in 2012 to guide the IPPC’s Secretariat’s work to implement the Capacity Development Strategy and Work plan that the Commission on Phytosanitary Measures approved. The InterAmerican Institute for Cooperation on Agriculture hosted the meeting.

The International Plant Protection Convention (IPPC) Secretariat is soliciting submissions for topics, to include the following:
• new topics for International Standards for Phytosanitary Measures (ISPMs);
• new components to existing ISPMs, such as supplements, annexes or appendices;
• revisions or amendments to adopted ISPMs, supplements, annexes, appendices or glossary terms;
• pests for which a new diagnostic protocol should be developed;
• new topics for phytosanitary treatments. Note that specific treatment submission data will be called for at a later date.
Submissions are due 14 August 2015.
Today, June 2nd 2015, Mr Brent Larson, Standard Setting Officer at the IPPC Secretariat and Mr Sergio Ferraro, Chief at the FAO Conference Programming and Documentation Service (CPAM) signed a Service Level Agreement (SLA) to plan translations of standards and specifications in 2015.
The purpose of this SLA is to allow CPAM to efficiently plan work and to deliver a timely and high-quality service for the translations of documents submitted by the IPPC standard setting team throughout the current year, with the aim to continuously improve quality and efficiency.

The IPPC 2015 substantial concerns commenting (SCCP) period has started today, 1st June 2015.
The SCCP ends on 30 September 2015 and the IPPC Secretariat must have received all comments before that date.
Comments should be submitted through the IPPC Online Comment System (OCS), where draft ISPMs are posted.
The following draft ISPMs are open for the substantial concerns commenting period (SCCP):
