Contracting Parties share their successes and challenges in implementing the IPPC and ISPMs at CPM-12 in Incheon, Republic of Korea

For the first time, Contracting Parties to the IPPC were invited to share their successes and challenges in implementing the IPPC and ISPMs at CPM-12 held from 5-11 April 2017, in Incheon, Republic of Korea. China, COSAVE, the European Union, Japan and New Zealand made their presentations that were well received. The presentations covered areas as diverse as Next Generation Sequencing technologies, and the eradication of the Bactrocera dorsalis species complex.

Special Topic session on Trade Facilitation and eCommerce held at CPM-12 in Incheon, Republic of Korea

At CPM-12, the IPPC Secretariat organized a Special Topic session covering the IPPC Recommendation on e-commerce and trade in plant and plant products. The primary objective of this session was to make known and discuss experiences on e-commerce with regard to existing mechanisms for identifying e-commerce traders and products of concern, promotion of compliance by customers and traders, strengthening coordination with postal and express courier services and investigating phytosanitary risks posed by distance selling. The Special Topic session was opened by IPPC Secretary Jingyuan Xia, chaired by IPPC Adviser Craig Fedchock, and attended by over 200 participants.

Side event on Facilitation of international trade and safeguarding biodiversity from the the spread of invasive alien species which are pests of plants organized at CPM-12 in Incheon, Republic of Korea

The Convention on Biological Diversity (CBD) organized a side session in collaboration with the IPPC secretariat and the Centre for Agriculture and Biosciences International (CABI) on the facilitation of trade and safeguarding biodiversity from the spread of invasive alien species which are pests of plants.

The session was chaired by Brent Larson, Senior Standard Setting Officer at the IPPC Secretariat, and session panelists included Junko Shimura, Programme Officer of the Secretariat of the CBD, and Melanie Bateman of CABI. Side event on the new Plant Health Regime in the European Union organized at CPM-12 in Incheon, Republic of Korea

The European Union organized a side session on its new plant health regime, including new laws, strategy, and updated approach in preventing new pests from entering the EU.

Harry Arijs, Deputy Head of the European Commission’s DG Health and Food Safety Plant Health Unit gave an informative presentation to participants during a side session that highlighted the new regulation adopted in 2016 by the European Parliament and European Council.

Side event on Trade and Facilitation and ePhyto organized CPM-12 in Incheon, Republic of Korea

Over 100 participants attended the CPM-12 side session on ePhyto.

The Trade Facilitation Agreement (TFA) adopted in 2014 commits countries to expediting the movement, release and clearance of goods, including plants and plant products and to reduce the trade transactional costs. A presentation by Theresa Morissey, World Bank provided NPPOs with a background on the TFA and the work of the Bank in assisting countries with its implementation. Side event on Benefits of the IPPC organized at CPM-12 in Incheon, Republic of Korea

The IPPC Secretariat presented a CPM-12 side session on the Benefits of the IPPC to over 100 participants of CPM-12. The session covered the highlights of the CPM Bureau commissioned study “Analyzing the benefits of implementing the IPPC”, and brought together panelists involved in the study from the private sector and academia. Panelists presented their case studies, highlighting best practices in plant health through implementation of the IPPC.

The world wants more international standards on plant health and proof of this is the record number of standards that were adopted by the Commission on Phytosanitary Measures (CPM) today in Incheon, Korea. An unprecedented 26 standards had been submitted which attests to global concerns about protecting plants from pests.

The International Plant Protection Convention (IPPC) is recognized by the World Trade Organization as the only standard-setting organization in the world for plant health. Important Start for Development of IPPC ePhyto Hub

On March 30th 2017, Mr. Shane Sela, the ePhyto Project Manager of the IPPC Secretariat had a meeting with Mr. Simon Jones, Director of UNICC , Mr. Venkat Vekateswaran, Mr. Shashank Rai and Mr. Oliver Neff of the United Nations International Computing Centre (UNICC). The purpose of the meeting was to finalize plans for commencing development of the hub including the structure of service help-desk facilities, the strategy for initial outreach to pilot countries and the timeline for delivery. The twelfth Session of the Commission of Phytosanitary Measures (CPM 12) was ceremoniously opened at the Songdo Convensia, Incheon, the Republic of Korea, in the afternoon of 5 April 2017.
